Tender description

The purpose of this tender exercise it to re-open the Lincolnshire Health Check Open Select List to further interested providers. Contracts will be awarded without further publication and we therefore invite all interested providers to express their interest in writing. Lincolnshire County Council is seeking providers to deliver it's NHS Health Checks Programme. The NHS Health Checks Programme is a preventative health service aiming to reduce incidences of vascular disease and premature mortality. It offers preventative checks to people aged 40-74 years to assess their risk of vascular disease (heart disease, stroke, diabetes and kidney disease) followed by appropriate management and intervention. The Programme runs on a 5 year cycle with each member of the eligible population being invited for a Health Check once every 5 years. As a result, the contract duration will be for a 5 year period and will be awarded according to Practice Code Area, with one contract per area. This procurement is being undertaken in accordance with Regulations 74 - 76 of the Public Contract Regulations 2015 in relation to public contracts for social and other specific services listed in Schedule 3 of the Regulations. The Council has an established Open Select List of Providers able to provide the NHS Health Checks Programme within Lincolnshire as a result of an earlier tender exercise, the deadline of which was 30.5.2018. Bidders secured a place on the Lincolnshire NHS Health Checks Open Select List following a 2 stage tender process consisting of the evaluation of Assessment Criteria (as described in Section 1 Paragraphs 6.1 — 6.3 of the tender document) followed by the evaluation of several Award Criteria (as described in Section 1 Paragraphs 7.1 — 7.15 of the tender document). Only Bidders who successfully passed the Assessment Criteria questions and provided acceptable responses to the Award Criteria questions (i.e. do not receive a score of 0 or 1 for any question) were accepted for inclusion on the Open Select List. Contracts were awarded according to Practice Code Area with one contract per Area. Following the original tender exercise, there remain gaps in service provision in some areas of the county and therefore the Open Select List is being re-opened in order to find potential Providers for the remaining areas. Contracts will be awarded without further publication and we therefore invite all interested providers to express their interest in writing. Bids will be evaluated according to the same methodology as set out above.
