Tender description

The Department for Education acting through the Education and Skills Funding Agency (the “contracting authority”) is inviting applications from potential suppliers to provide services relating to the induction and accreditation of school resource management advisers (SRMAs). This procurement is being: (a) conducted in accordance with Regulations 74 to 77 of the Public Contract Regulations 2015, which applies to contracts with a social benefit such as those for education and training services. This is known as the “Light Touch Regime”, and; (b) carried out using a procedure that corresponds to the open procedure as set out in Regulation 27 of the 2015 Regulations as modified by the procurement documents. The Initial Contract Period will be until 31.8.2020. There is an optional 12 month extension exercisable by the contracting authority. The contracting authority is seeking to award a contract for the provision of induction and accreditation services for school resource management advisers (SRMAs) in the United Kingdom. The successful provider will be required to provide these services in accordance with terms and conditions of the contract. Over an initial 6 week mobilisation period the successful provider is required to prepare the materials the materials and all necessary preparatory arrangements for the induction and accreditation process. The process must utilise scenarios to test candidates' understanding of strategic school finances and the integrated curriculum financial planning (ICFP) approach. Thereafter the Provider is required to support a minimum of 90 prospective school resource management advisers (SRMAs) to undertake the induction and accreditation process during the 3 months following the Service Commencement Date (1.11.2018). The successful provider will make available a minimum of one induction panel and one accreditation panel each academic term for the whole of the Initial Contract Period, to ensure the number of accredited SRMAs can be maintained, which equates to a minimum of 4 induction panels and 4 accreditation panels during the Initial Contract Period. The Contracting Authority may require the Provider hold additional panels to ensure that sufficient SMRAs are accredited, at an adequate frequency, to meet the Contracting Authority's objective and overall government policy.
