Tender description

The BBC is conducting a competitive procurement for the provision of the TAM (Television Audience Measurement) analysis system. The BBC's current TAM analysis system has approximately 200 users across the BBC. The system is accessed via a web browser using Citrix (software designed to facilitate secure access to applications and content). It is used by Audience Research and Media Planning teams based in various locations in London and across the BBC regions. The BBC requires an 'off the shelf' established TAM analysis system that is designed to enable straightforward analysis of BARB audience data. The tool must also accommodate some bespoke BBC needs (details are included in the “Specific Services required” section). With regards to the estimated total value of this contract, 1 000 000 GBP is the maximum amount estimated. The estimated range of the total value is between 800 000 GBP and 1 000 000 GBP over the full term of the contract including extensions (5 years). The tool must also accommodate some bespoke BBC needs (details are included in the “Specific Services required” section). Given the upcoming BARB developments in 2018 (Dovetail), it is essential that the TAM system has well developed thoughts on how to guide users through the increasingly complex data-set. The same goes for BBC's services for non linear content (e.g. for BBC Three and iPlayer premieres). Over the length of the next reporting contract this type of contract and audience behaviour might significantly increase, therefore the need to analyse these types of data sets will increase accordingly. The requirement is for a web-accessed TAM system of BARB data. Analysis systems for other industry data are out of scope. This procurement will also include use by BBC Studios. BBC Worldwide is out of scope due to fair trading rules. The provision of regular reporting (including BARB reports) is also out of scope.
