Tender description

Crown Commercial Service (CCS) as the Authority intends to put in place a Pan Government Agreement for the provision of Payment Acceptance Service to be utilised by Central Government Departments and all other UK Public Sector Bodies. This Framework will replace RM 3702 Merchant Acquiring Services, Equipment and Payment Gateway Services. In light of PSD2 and UK Open Banking initiatives and ongoing market developments, we wish to explore with the market a range of payment acceptance services and supplies including but not limited to: A) Card Acquiring Services e.g. VISA/Mastercard etc; B) Gateway Services e.g. acquirer connectivity, APM connectivity, fraud, encryption, tokenisation, reporting, F2F and eCommerce transaction support, reporting etc; C) Payments Equipment e.g. rental, leasing, till rolls etc; D) Alternative Payment Mechanisms (APMs) eg. PayPal including connectivity and aggregated settlement – the ‘Collect Model’; E) Payment Initiation Services eg initiating credit transfers from a buyer website which are cleared and settled to the buyer account. The lotting structure of this Framework will be determined after market engagement has been concluded.
