Support services for road transport

Tender description

The service will comprise of parking enforcement for on-street parking including residents parking zones, parking in country parks and other leisure facilities and a number of off-street car parks including staff car parks. The contract will be open to other local authorities and public sector bodies within Merseyside, and the North West area, namely Merseytravel, Cheshire West and Chester and St Helens who may wish to join the contract if advantageous at an identified time. The Council is looking to appoint a progressive and forward looking external provider as its parking services contractor to undertake on the Council’s behalf, the enforcement of on and off-street parking restrictions, the initial processing of penalty charge notices up to and including notice to owner stage and the issuing of resident, country park and staff parking permits and parking dispensations. Later stages of the processing of penalty charge notices will continue to be undertaken by an in-house Council Parking Services team. Owing to the size/nature of the services, IT compatibility and to help ensure the best service continuity, the authorities have decided not to subdivide the contract services into Lots.
