Tender description

Donegal County Council is inviting tenders from suitably qualified and experienced consultants to carry out a Stage 2 Strategic Flood Risk Assessment (SFRA) to inform the preparation of the Draft ‘Seven Strategic Towns Local Area Plan 2018-2024’, which encompasses the settlements of An Clochán Liath (Dungloe), Ballybofey-Stranorlar, Ballyshannon, Bridgend, Carndonagh, Donegal Town and Killybegs. The appointed consultants will be required to: - Undertake a Stage 2 Strategic Flood Risk Assessment for the seven towns subject of the Draft ‘Seven Strategic Towns Local Area Plan 2018-2024’, inclusive of an examination of all available data, mapping of all flood risk indicators for the respective settlements, identification and mapping of flood zones including mapping areas of fluvial, pluvial, coastal and groundwater flooding, site visits and ground-truthing, consideration of the CFRAM study, zoning and planning analysis. - Prepare a SFRA report that is consistent with all relevant Government guidelines and legislative requirements. - Provide mapping in relation to the SFRA, in a GIS format that is compatible with Donegal County Council’s requirements. - Prepare a non-technical summary of the SFRA. - Evaluate submissions received from members of the public and/or prescribed bodies in respect of the SFRA and provide written technical advice and guidance to the Council in relation to said submissions. - Meet as necessary with the Local Area Plan team in order to input into the Local Area Plan process. This will be in addition to communication via telephone and email as required. -Undertake an assessment of any proposed material alterations to the Draft LAP in the context of flood risk and thereafter provide written technical advice to the Council in relation to these matters.
