Repair and maintenance services of security equipment

Tender description

The University of Bristol intends to appoint a contractor for the provision and installation of security systems, and for the provision of security systems maintenance, both planned and reactive. The term “Security Systems” includes access control equipment, CCTV equipment, alarm equipment and intercom systems across the University estate. The University wishes to invite the market to help inform the procurement process. The University currently has 2 access control systems; Lenel OnGuard, and Salto. Approximate figures of current University security systems which will be included under this contract are as follows (please note, these figures are estimates only); Smart card access control system with 2000 networked doors, and 1000 non-networked card reader doors. CCTV system with approximately 300 centralised cameras as well as 12 remote systems — this is on the Lenel On Guard access control system. Approximately 230 alarm systems of various sizes. Around 55 networked intercom systems — our IP linked intercom system is Stentofon. The University spends approximately 600 000.00 GBP —1 000 000.00 GBP per annum on access control (card access, CCTV, alarms and intercoms) split over installation and maintenance (routine and unscheduled). Full details of the assets included in the contract will be included within the tender documentation, which will be released via http://tenders.bris.ac.uk following this PIN stage. Purpose of this PIN: — This prior information notice (PIN) serves to alert the marketplace to this opportunity and the University invites interested contractors to lodge an initial expression of interest as detailed herein. The University would welcome proposals on methods for delivering the services (including any innovative or value added options), and contractors are invited to forward any information which they feel may support the University with scoping and planning for this exercise. Please note that we are only interested in hearing from contractors who are already licensed installers and maintainers (via accredited programmes) of the systems stated above. Proposals should be submitted by Monday 29th January. Nothing proposed at this stage will be contractually binding, and the information provided will be used to assist with scoping only. Contractors should note that the University intends to use the information provided to shape the proposed procurement process and specification for this project. Commercially confidential information should therefore be marked accordingly. Following consideration of responses, the University may invite respondents to engage in further discussions (to be held Tuesday 6th February — invitations will be received by Thursday 1st February) to further help inform any subsequent Tender documentation. Procurement procedure: — Following this PIN, it is the intention of the University to utilise: (i) an Open Procedure route under the Public Contract Regulations to award a contract for maintenance and installation services. This may be reviewed following the outcome of this PIN. Note: There are no procurement documents to complete at this time — this Notice serves as an opportunity for suppliers to express interest and to provide information / suggestions to the University. Organisations that express interest in this PIN will be automatically contacted when the tender documents are released.
