Tender description

Cornwall Council (the Authority) is currently working on a major programme for the commissioning of the Authority’s future waste and recycling collection, street and public open space cleansing services throughout Cornwall that will deliver a cost effective and enhanced performance contract in line with the Authority’s objectives for reducing waste and increasing recycling rates. For that reason the Authority is keen to explore certain elements of the proposed new contract, and solutions that may be currently available in the market, for these services. The Authority is therefore conducting a soft market assessment to explore these elements and better understand the business, technological and innovative solutions that are available. In addition, this will allow the Authority to gauge the level of market interest, and on what terms solutions can be delivered. The current outsourced contract for ‘waste and recycling collection, street and beach cleansing services’ will terminate on 31.3.2020, with the new contract anticipated to commence on 1.4.2020. Waste collection services within the new contract may include but are not limited to, collection of household wastes such as; residual; dry recycling; food; garden; bulky; and clinical. The collection service will also include the Authorities’ office/commercial waste; and, to the extent requested under Section 45(1)(b) Environmental Protection Act 1990, commercial waste. Street and public open space cleansing and associated services may include but are not limited to manual cleansing; mechanical cleansing; fly tipping removal; flyposting removal; graffiti removal; dead animal removal; litter bin emptying and dog bin emptying; and an element of environmental enforcement.
