Tender description
EMSCU (East Midlands Strategic Commercial Unit) is seeking to create a framework agreement for the use by the UK Police forces listed in the link: https://www.police.uk/forces/ that encompasses a complete solution for video analytics to support police investigations for law enforcement and security. We require a solution that combines powerful hardware, with advanced video analytics software for retrospective viewing of multiple CCTV formats to support video evidence process. EMSCU is seeking to create a framework that on behalf of the 43 UK Police forces established under Section 3 of The Police Act 1996. In addition, a Police Participant Organisation established under Section 2 of the Police (Scotland) Act 1967; the Northern Ireland Policing Board; the National Policing Improvement Agency; and all non-geographic Police Forces and law Enforcement Agencies listed in the link below: https://www.police.uk/forces/ that establishes a complete solution for video analytics to support police investigations. We require a solution that uniquely combines powerful hardware with advanced video analytics software for retrospective viewing of multiple CCTV formats to support video evidence process. The solution will need to provide a searching according to salient attributes facility. The successful supplier(s) needs to provide video search over multiple CCTV sources regardless of camera type, video format, lighting conditions and camera angle; in conjunction with motion detection and a capability that allows for a reviewer to seek out and track down subjects-of-interest, we require the successful provider(s) to have a video analytics platform that provides a case management tool for post-event video analytics accommodating the conversion, curation and ingestion of video data; analysis of that data and the production of reports on the outcome of this analysis. The services to which this procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the "Regulations"). As such, the procurement of the services is being run as a bespoke, one stage application process akin to the open procedure, as outlined within the suite of procurement documents.
