Summary of the work We need a team consisting of a Solution Architect, a Business Analyst and a Project Manager to support the rapid development of the On-Boarding Team. You will be expected to support a development team in continually developing and iterating innovative methods to on-board Home Office data into its CSOC. Expected Contract Length Up to 2 years (with initial SoW for 6 months) Latest start date Thursday 15 February 2018 Budget Range Maximum budget for the outcome is a range between £180k-£220k for the initial SOW (6 months) and up to £1m for the contract. Why the Work is Being Done The Home Office had a capability to build a Cyber Security Operations Centre. This capability has successfully been fulfilled, and the project in-flight now is to efficaciously transition Home Office systems into its CSOC. The aim is to protect and monitor all of the Home Office data systems through its SOC and to strengthen the security posture. Projects will be completed in phases to ensure all systems are delivered into the CSOC in a strict timescale. Problem to Be Solved To manage and successfully transition systems into the Cyber Programme CSOC, arising from business changes involving Cyber Security for Home Office Departments whilst securing the delivery of the on-boarding outcomes and benefits. To lead Cyber culture change management activity across into the Home Office Departments and manage the activities in delivering the Cyber Programme CSOC. Who Are the Users The team will deliver successful implementation of Home Office systems into a CSOC. The Home Office envisages there to be a solution architect, a business analyst and a project manager, in order to work as a team and deliver systems into the SOC. Work Already Done A Cyber Security Centre has been built and the On-Boarding Team has initiated to on-board Home Office Systems • Initial proof of concept • Project mobilisation and stakeholder discovery • Purchase of SIEM licences • Discovery phase • Hardware installation at Home Office Data Centre 1 & 2 Existing Team You will be working with a full team made up of a Programme director, Programme manager, various work stream leads and commercial leads. Current Phase Beta Skills & Experience • The team selected must have experience of successfully transitioning complex software solutions into Security Operations Centres • All resources need to demonstrate experience in working at Cyber Security Operations Centre • Experience in implementing new working processes, and providing a full knowledge transfer to the end customer • Demonstrate an understanding of networking protocols, security monitoring tools, security architecture and techniques Nice to Haves • Have previous experience working for Cyber Security Operations Centre in Central Government Departments • Have experience in collaborating closely with the business and development teams to ensure continuous improvement to maximise value delivered to the business. • Have demonstrable experience of collaborative working with a client's ‘in-house’ teams and external delivery partners, including coaching and mentoring, delivery of training, and knowledge sharing • Have demonstrable experience in supplier management to effectively manage required outcomes. Work Location Croydon and central London, with travel to other Home Office locations outside of M25 Working Arrangments The supplier is expected supply a resource working within team made of up of the specialist skills. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites. Off site and remote working can be accommodated by exception, however due to security considerations this would need to be discussed. Day rates to be inclusive of travel and subsistence within M25.Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance Individuals in the supplier’s team will require SC clearance, or be willing to undergo SC clearance checks. SC clearance needs to have been achieved before work can commence. Additional T&Cs The supplier’s team will be required to be located on site for five days (40 hours) per week, whether alongside the programme team in Croydon, or at a Departmental location around the UK. Occasional travel to regional sites including the Home Office Manchester site will be required. Day rates will be inclusive of travel and subsistence expenses within M25/Greater London. Travel and subsistence expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. No commitment for further statements of work No. of Suppliers to Evaluate 5 Proposal Criteria • Provision of an implementation plan with key milestones and estimated timeframes for the work, with approach to managing risks and dependencies • Proposed team structure, with CVs outlining relevant experience of each member of the proposed team • Proposed approach to mobilisation of implementation team • The proposed approach and methodology, and how these meet the requirements • Provision of a case study where your company have implemented systems into a Cyber Security Centre • Provision of case study where your company have transitioned a system into live service • Approach to ensuring value for money Cultural Fit Criteria • Work well on a team and who appreciates the input of a variety of people • The supplier should be open to mistakes and willing to work as a team to resolve any issues. The supplier should share knowledge and experience with their colleagues.
