Why the Work is Being Done HEE is developing a new digital service, the Learning Solution, which will provide access to a full range of learning resources across the NHS, social care and higher education that can be shared, signposted, evaluated and developed. The Learning Solution will help promote and harness innovation while also reducing duplication and costs by achieving economies of scale on commissioning content and sharing through a single national platform. A further strand to the Learning Solution could be the addition of sourcing face-to-face training events, all within a single system. An external system has been identified which provides this functionality. Problem to Be Solved The team require the supplier to: •Join face-to-face / virtual meetings with the project team. •Conduct user needs research with a sample of potential end users and stakeholders to: - identify user needs and expectations in sourcing face-to-face training events and where gaps may exist in current practice (evidence of use of existing or past digital solutions should inform analysis of user needs) - inform the potential integration of the Learning Solution and AgoraHealth. This could take the form of individual interviews and focus groups, using wireframes and prototypes. •Provide a report detailing the results of the research and recommendations. Who Are the Users As a learner I need to find learning resources to help me with my personal/professional development. As a tutor/trainer I need to access and share appropriate learning resources with my students/trainees. As a commissioner of learning I need to ensure staff have access to the best learning in the most cost-effective way. As an educationalist I need to work collaboratively with others to develop and share innovative learning resources. Early Market Engagement Work Already Done HEE’s Learning Solution project, which follows Government Digital Service (GDS) best practice and guidelines, has recently reached a major milestone by completing the alpha phase of the development. This phase culminated in passing all aspects of the service assessment. Existing Team You will be working with the in-house HEE Learning Solution project team, part of HEE's Technology Enhanced Learning Programme. The team have been involved in user research in the alpha phase of the project, working with the alpha supplier and the whole team has received user research training from GDS. Current Phase Alpha Work Location HEE's Technology Enhanced Learning Programme is a distributed team, therefore we are open to working with suppliers from any location. HEE's two main offices are in London and Leeds if a face-to-face location is required for face-to-face meetings/workshops. However, we do support remote working to save travel time and costs. Working Arrangments We will want the specialist/team to be outcomes focused rather than to work for set times in set locations. So, we will want the specialist/team to work on dedicated, pre-planned user research activities with planned outcomes.
