Tender description

North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is managing this procurement process for and on behalf of NHS England North Region Health and Justice (the Commissioner). NHS England is seeking to procure health and social care provision for HMP Liverpool for a contract term of 5 years with a contract value of GBP 6 500 000 per year. The contract includes social care provision which will be paid on an hourly rate. Social care funding is not within the GBP 6 500 000 financial threshold. The scope of the service provision model currently comprises the population at HMP Liverpool only. (Important note: If prison reconfiguration and reform results in new geographical locations or potentially new build establishments or prison re-roles then the contract holder will be required to respond accordingly and be flexible in how operational services are to be deployed). The new service model will comprise of the following services: — Prison Community Care Services, including Primary Care Nursing, GP, Substance Use (DART), Pharmacy, Dental, Ophthalmology, Administration, IM&T and IT Support, — Prison Mental Health, including Learning Disability, Cognitive Impairment and Dementia Care Services, — Social care provision for all individuals as directed by the Local Authority social care assessment outcome.
