Tender description

The Hounslow Homecare contract is jointly commissioned by the Authority and Hounslow CCG (HCCG). The core purpose of this home care service is to enable adults (aged 18+) to live more independent and healthier lives by giving them greater choice and control over their care and support options, maximising their social support systems and strengthening support in the community. The service will provide personal care, house cleaning and shopping services to residents with non complex conditions in addition to medication support (both prompting and administering) to those residents assessed as requiring medication support in their place of residence. Main providers will be required to operate an out of hours services on a rotational basis in order to facilitate hospital discharges over weekends and bank/public holidays. HHC lot one – HHC Main Providers (A total of 7 contracts are available each delivering an estimated 2 000 hours per week — it is not anticipated that the estimated volumes will begin from mobilisation (Approx. 6 months of the contract). The Authority intends to undertake a 3 stage procurement process as set out within the ITT document. — Stage 1: Stage one comprises of 2 parts. All Tenderers will be required to initially submit responses to both Selection and Award Questionnaires within the required submission deadline for Stage 1. The Authority will shortlist the 10 highest scoring Tenderers (or all organisations who score equal to the tenth place) to participate in Stages 2 and 3. — Stage 2: Is subject to a maximum of 10 shortlisted Tenderers from Stage 1. Stage 2: Will include Supplier and Commissioner Workshops to be held at a venue to be confirmed with the Top 10 ranked Tenderers from Stage 1. The aim of the Workshops is to understand how each of the Tenderers will organise and manage delivery of the requirements, to understand how each of the Tenderers will deliver individual requirements listed within the Specification – focusing on the individual Method Statements, allowing both the Authority and Tenderer the opportunity through Workshops to refine proposed submissions. Stage 3: Following Workshops Tenderers will have the opportunity to further refine all aspects of their submisssions based on the engagement with the Authority during Stage 2 prior to submitting a final Tender. Tenderers are only able to bid for one Lot (as they deem suitable to their delivery of the Specification). Each Lot shall be independently awarded and contracted in accordance with the Terms and Conditions of the contract. HHC Lot 2 – HHC Select List (A list of reserve Providers who have met all respective Quality Thresholds). The Authority intends to undertake a single stage procurement process as set out within the ITT document. Tenderers will be required to submit responses to both Selection and Award Questionnaires within the required submission deadline. The Authority will shortlist Tenderers who have met all respective Quality Thresholds.
