Tender description

The Joseph Rowntree Housing Trust (JRHT) is assessing the potential for a heating energy services company (ESCo) to undertake services at a new development in York. The heating services company would invest, own, operate, maintain, meter, bill and purchase fuel for a heat network. The site consists of four yet-to-be constructed buildings containing 150 units. The units are 105 one-and-two-bed extra care suites and 45 one-bed residential care suites. The term of the contract is anticipated to be 20 years to 25 years with an expected contract value of £1.5 m. to £2.5 m. The estimate capital cost for the systems is £400,000 — £600,000. The heat network will use natural gas boilers to provide the space heating services and domestic hot water services for the communal spaces for each building and for the dwellings. The heat network will be constructed by the building main contractor, but there will be opportunity for the heat energy services company to influence the design. This PIN notice is issued for the purpose of early market engagement. We require suppliers who have carried out similar contracts and who may be interested in such an opportunity to contact us as indicated below. This early market engagement does not form part of any future tendering process and any information that may be provided by suppliers during this early market engagement exercise will be treated as confidential and only used for the purposes described in this PIN. The JRHT are not liable for any costs, fees or expenses incurred by any party participating in this exercise. Following receipt of expressions of interest, the JRHT may subsequently make arrangements for the next steps in a market engagement process. For the avoidance of doubt, this is not a pre-qualification, call for competition or tendering exercise and does not constitute any commitment by the JRHT to undertake any public procurement exercise in the future.
