Tender description
The Contracting Authority is seeking to enter into a Framework Agreements with one or more bidders for the supply of a number of: 1) ship to shore gantry cranes, and, 2) rubber tyre gantry cranes, together with options for the supply of training, support, servicing and purchase of spare parts. Both within and outside of the warranty period, the Contracting Authority must be able to call upon the successful bidders to provide on-site technical assistance within the next working day following any such request. The Contracting Authority also wishes to explore its options regarding the automation capability of the cranes, and, for those bidders that are shortlisted for the tender stage of this process, will require a range of options regarding delivery and assembly of the cranes. The value below, therefore, represents the best estimated total value, taking into account the total number of cranes which may ultimately be purchased and all of the potential options described. Lot 1 relates to the supply of up to 3 electrically powered ship-to-shore gantry cranes, to be used in the unloading and loading of containers to/from ocean-going vessels. There will also be the option for the Contracting Authority to purchase parts, spares packages, support and/or servicing. Bidders will also be required: 1) to provide a range of options for delivery and assembly of the cranes (both on and off-site), and, 2) to provide a crane that is capable of future adaption for remote control operation. The options, features available and cost of such operation shall be assessed as part of the tender stage of this procurement. Bidders should also note that the successful bidder for this lot will be required to dismantle and remove the 3 existing ship-to-shore gantry cranes at Belfast Harbour as part of its tender price. The Contracting Authority may also request the bidder to dismantle other cranes at the Contracting Authority's premises during the term of the Framework Agreement. The value below therefore represents the best-estimated value, taking into account the total number of cranes which may ultimately be purchased and these options. Further details are provided in the Pre-Qualification Questionnaire. Lot 2 relates to the supply of up to 9 electrically powered rubber tyre gantry cranes, to be used in the stacking of containers at Belfast Harbour. There will also be the option for the Contracting Authority to purchase parts, spares packages, support and/or servicing. Bidders will also be required: 1) to provide a range of options for delivery and assembly of the cranes (both on and off-site), 2) to provide a crane that can be remote-controlled with appropriate levels of automated functionality. The successful bidder for this lot may be requested by the Contracting Authority to dismantle and remove the three existing Transtainer cranes at Belfast Harbour. This will, however, be an option only which the Contracting Authority may exercise at its discretion and shall not form part of the evaluation process. The value below therefore represents the best-estimated value, taking into account the total number of cranes which may ultimately be purchased and these options. Further details are provided in the Pre-Qualification Questionnaire. Lot 3 relates to the supply of both: 1) up to 3 electronically powered ship-to-shore gantry cranes, 2) up to 9 electrically powered rubber tyre gantry cranes, together with the options described in relation to lots 1 and 2 above. Lot 3 does not, therefore, represent a separate opportunity, but rather is an amalgamation of both lot 1 and lot 2. The Contracting Authority wishes to explore the efficiencies of a single bidder supplying its requirements under both lots rather than appointing separate bidders to lots 1 and 2. The Contracting Authority will not, therefore, award a Framework Agreement for all 3 lots. The Contracting Authority will, therefore, award either: 1) a Framework Agreement to each of the successful bidders for lots 1 and 2 and terminate lot 3, 2) a Framework Agreement to the successful bidder for lot 3 only and terminate lots 1 and 2. The value below represents the best estimated total value, taking into account the total number of cranes which may ultimately be purchased and the options detailed in relation to lots 1 and 2 above.
