Options analysis Specialist role Business analyst Expected Contract Length 3 months Latest start date Monday 5 February 2018 Maximum Day Rate £430 (excluding expenses) Who Speclialist Work With The Creating Asset Management Capacity (CAMC) programme supports future ways of working in asset management in the EA. CAMC is establishing improved business process, supported by improved IT systems and improved data to manage the whole life cycle of our assets more effectively. Digital Assets Data and Information (DADI) is part of the CAMC programme, focussing on determining and delivering a whole-life approach to digital data and information to enable a coherent digital and data driven approach to asset management. The specialist will work with technical specialists delivering the DADI programme of work and other members of the project team. What Specialists Work On To date, capture of asset data is a manual process to capture data and enter it into our asset management system. Through the new process implemented with Building Information Modelling (BIM), consultants and contractors must provide asset data to the EA in an open structured format (BS1192-4). The missing link is getting the data from this flat file format into a data store accessible to current and future asset management systems, in an automated process covering verification, validation and transfer of asset data. The specialist will assist the DADI project team in specifying business requirements for this data store. Skills & Experience • Proven business analyst experience; from business requirement gathering, delivering functional specifications, traceability through to involvement in implementation • Demonstrate a working knowledge of process mapping • Demonstrate a working knowledge of developing, updating and quality assuring detailed data flow maps and other UML techniques • Using Sparks enterprise software package (EA standard) • Wide knowledge of data-related issues • Collaborating closely with the organisation and wider project teams • Requirements gathering and workshop facilitation • Developing and applying data standards • Structured open data management • Virtual team working Nice to Haves • Understand asset management processes in the Flood Risk Management sector, or a closely aligned asset management organisation • Experience of linked data solutions in the public sector • Knowledge of Building Information Modelling (BIM), in particular use of BS1192:4 for data and information exchange • Demonstrate previous experience of working within an infrastructure asset management organisation Work Location Remotely, with visits to Bristol (BS1), central London (SW1P), Reading (RG1) and Birmingham (B91). Working Arrangments The work will be delivered over 3 months (c.3 to 4 days/week) during which time the outputs will be completed and outputs delivered. The requirement is to work remotely, and attend meetings in Bristol, London, Reading or Birmingham as required. Security Clearance None needed. Is this role inside or outside of IR35 regulations? This role is outside IR35. 2. Will the successful applicant have to attend meets in all four locations (London, Reading, Bristol, Birmingham), or just one site depending on where they are based?
