Tender description

There is a requirement within Network Rail (NR) to be more efficient in the logistical planning of our Small Plant (tools) and equipment. At present the planning and utilisation of Small Plant is done at a user level and is not recorded or tracked alongside other planning activities. Therefore, NR is keen to have a solution to effectively measure our fleets utilisation and plan better across the organisation. Data collection and monitoring solutions that could either fit directly to our equipment or be able to monitor it remotely are available and could potentially be used to measure the utilisation of our small plant fleet and NR are keen to understand what other potential solutions are available. The aim of the project is to accelerate the identification of a solution for the Utilisation and Planning of Small Plant. Network Rail currently has a fleet of 26 000 portable plant assets. Objective 1) Host an Innovation Event to enrich the technical specification of the small plant solution; 2) Gain an understanding of the current market IT solutions and their capabilities; 3) Adopt innovation techniques and methods to accelerate the small plant solution. High level requirements: — The solution should allow for the collection and recording of various information from small plant time usage (Time usage starts – finishes, HAVs exposure level, Personal sign on), — The solution should automate the process of capturing usage data of Small Plant, — The solution should be able to handle all types of data (structured and unstructured), — The solution should be able to connect to industry standard data bases and data warehouse tools, — The solution should be able to work within our current small plant fleet, — The solution should allow NR management teams to be able to review a large selection of data quickly and succinctly, — The solution should allow for searching and reporting capability of information, — The solution should allow for the automatic calculation of Hand Arm Vibration exposure which is currently done manually, — The solution should automatically record who is using the piece of Small Plant automatically, — The solution should be able to track the geographical location of the small plant to assist in maintenance and planning activities. Network Rail is looking for the following skill sets: — Demonstrate that they have suitable and sufficient experience in enterprise information management products, — Measure the utilisation of tools and equipment usage, — Execution of IT solutions in corporate environments or public sector organisations. There will be a supplier innovation event held at Church House, Deans Yard, Westminster, London, SW1P 3NZ on the 31.7.2018. Times will be confirmed closer to the time. Depending on attendance at this main event, there is potential for further wash-up events held in August and the following months.
