Tender description

HealthTrust Europe (HTE) was seeking to establish a framework agreement for the provision of Pathology Referral Laboratory Testing and Histopathology Reporting Services. The Services include sample collection, test requesting, transportation, testing and electronic reporting for a comprehensive range of routine and esoteric tests and histopathology samples. The Service Provider, and all sub-contractors, must operate in line with all appropriate guidelines and accreditations, including ISO 15189. The service must be available to NHS bodies and other Participating Authorities across the United Kingdom. The framework agreement is split into the following Lots: Lot 1 – Routine and Esoteric Pathology Testing Lot 2 – Genetic and Genomic Tests Lot 3 – Toxicology Testing Lot 4 – Cytology Screening and Testing Lot 5 – Histopathology Reporting This Lot is multi-sourced with no limit on the number of Providers awarded onto it. Providers have the capability to collect, track and process samples and report results electronically, within the required turnaround times. This Lot includes a wide variety of tests from multiple disciplines, including, but not limited to: — Biochemistry (including clinical toxicology), — Haematology, — Microbiology, — Virology, and — Immunology. This Lot aims to consolidate the tests which are currently referred by Participating Authority’s to multiple Referral Laboratories, to a limited number of Providers. This Lot will provide the Participating Authorities with a consolidated referral testing service, minimising the amount of manual requests and data entry, as well as reducing the number of Service Level Agreements (SLAs) held and managed by the laboratories. Terms and conditions / Activity based income (ABI) The terms and conditions of this framework agreement and any resulting call-off contract was appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. The scope of this Lot is for the provision of outsourced genetic and genomic testing services, including sample collection, processing and electronic reporting of results. The Potential Providers have the capability to receive and process a wide variety of sample types and perform a defined and evolving list of genetic and genomic tests, which are carried out according to the Professional Guidelines for the Association of Clinical Genetic Science (ACGS). The Potential Providers may able to provide the analytical tools to deliver bioinformatics, annotation and validation, and are able to offer clinical interpretation of results for clinicians at the Participating Authority(s), as appropriate. This Lot is multi-sourced with no limit on the number of Providers awarded onto the Lot. Terms and conditions / Activity based income (ABI) The terms and conditions of this framework agreement and any resulting call-off contract was appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. The scope of this Lot is for the provision of outsourced toxicology testing services, including sample collection, processing and electronic reporting of results. The testing will include testing of various samples, including but not limited to, oral fluid, hair, urine and blood. Potential Providers have in place and follow chain of custody procedures when collecting samples, completing testing and reporting results. This Lot is multi-sourced with no limit on the number of Providers awarded onto the Lot. Terms and conditions / Activity based income (ABI) The terms and conditions of this framework agreement and any resulting call-off contract was appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. The scope of this Lot provides outsourced cytology screening and testing to Participating Authorities, including, but not limited to, testing of gynaecological samples, nongynaecological samples and urine cytology. The Potential Providers are able to provide collection, processing and screening of samples, and electronic reporting of results. The Service Providers are able to provide a consultant-led service using Consultant Histopathologists with a subspeciality in cytopathology. This Lot is multi-sourced with no limit on the number of Providers awarded onto the Lot. Potential Providers are able to provide collection, processing and screening of samples, and electronic reporting of results. Terms and conditions / Activity based income (ABI) The terms and conditions of this framework agreement and any resulting call-off contract was appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE. The scope of this Lot is for the provision of outsourced Histopathology Reporting services, including sample collection, transportation and analysis of a variety of sample types and Reporting formats. Clinical support and interpretation will be included within this Lot. Potential Providers have the capability to collect and process specimens (pre-prepared slides as a minimum), and provide reporting services back to Participating Authorities in an agreed format. This Lot is multi-sourced with no limit on the number of Providers awarded onto the Lot. Terms and conditions / Activity based income (ABI) The terms and conditions of this framework agreement and any resulting call-off contract was appended to the ITT. These terms include provisions requiring the payment by the supplier of an ABI management charge in consideration of the award of this framework agreement, the management and administration by HTE of the overall contract structure and associated documentation, as well as the requirement to submit regular management information to HTE.
