Tender description

The Authority seeks to utilise UK Defence Industry to deliver increased capacity and coherence to overseas Counter Explosive Ordnance (C-IED) Defence Engagement activity, to actively promote UK Defence exports (services and equipment) and reduce the demand on scarce EOD and S trade groups. Working to an oversight committee the contract to run the office will be initially for up to 3 years. The expectation is that the CEDE Office will become self-funding by the end of Year 1 of operation through income generation, either by host nation payment or HMG funding. The requirement is for establishment and operation of a CEDE Office to pursue forward-looking business development and requirement capture of C-EO/C-IED opportunities in countries that UK may wish to become involved with. CEDE office will identify, develop and mature opportunities with these international partners. Once packaged, opportunities will be presented to the MOD’s JCA oversight committee. CEDE Office will have access to a wide industrial pool, and if JCA decide to exploit an opportunity but insufficient Military capacity exists, CEDE office will source industry solutions by tasking 3rd-party specialist suppliers to deliver services / effect under contract. CEDE will act as a “Customer’s Friend” to ensure that recipient nations gain maximum benefit, by ensuring coherent end-to-end solutions are provided with through-life management of delivery. CEDE Office will also identify funding that can be used to cover costs (in instances when a host nation is not paying for services received).
