Tender description

This Notice is to alert the market to an upcoming requirement for the Export Credits Guarantee, trading as UK Export Finance (UKEF). UKEF require the establishment of a new framework for the provision of advice services in respect of Environmental, Social and Human Rights Due Diligence. The Framework will have a single Lot, and the Authority will award 3 Suppliers to it, which will be the top 3 scoring Suppliers. UKEF is willing to award this framework to a minimum of 2 suppliers providing the responses meet the mandatory criteria. In the event that only 1 supplier can meet the requirements, the tender will be withdrawn and re-competed with a new scope as UKEF is seeking to have some competition on the established framework. When considering an application for support, UKEF consider, amongst other factors, the environmental, social, health, safety and human rights (ESHR) impacts and risks associated with a project or existing operation in relation to which an export is being made from the UK. UKEF undertakes due diligence and carries out monitoring in relation to Projects with regards to ESHR impacts and risks. From time-to-time, UKEF requires external advisers to work with them and assist with various access of due diligence, monitoring or related activities in respect of ESHR impacts and risks. This could be on one or more projects and would be to also provide services ancillary to such activities. To be successful in entering being placed on the Framework, the Suppliers will need to meet certain international standards in respect of ESHR and have a high level of relevant experience. Once the framework has been established, UKEF will look to run further competitions from the framework with the awarded suppliers to ascertain which supplier best suits the requirements of the Project(s) and award a Call-off Contract to the Framework Supplier that submits the Most Economically Advantageous Tender (MEAT).
