Summary of the work Review and prioritisation of digital work programmes, to ensure synergy with UHB digital SoP and the National digital strategy. Methodology to capture benefits realisation demonstrating the impact of digital programmes, delivering both systems and financial efficiencies Specialist role Delivery manager Expected Contract Length 6 Months (option to extend for a further 3 Months) Latest start date Monday 3 September 2018 Who Speclialist Work With Executive Team Deputy Chief Executive Head of IM&T What Specialists Work On To lead the UHB’s Transformation Programme as the Digital Transformation Lead including the robust utilisation of Programme and Project Management methodology to secure delivery. The Lead will be required to work with the Executive teams to develop digital work programmes, to refocus delivery of key organisational objectives, and ensure synergy with UHB digital SoP and the National Digital Strategy. These programmes must be aligned to our transformation priorities, which includes reducing hospital outpatient appointments by 30%, and reducing variation to deliver cash releasing savings. The Lead must deliver the change programme working with multiple stakeholders. Skills & Experience • Adding “value” to IT architecture in a complex organisation • Managing large scale shared service external supplier(s) • Financial management and contracting in an NHS environment • Political sensitivity/ influencing to effect change both internally and externally • Proven experience of benefits realisation delivery • Track record of delivering digital change solutions in large complex organisations • Project and program management experience Work Location Cardiff and Vale University Health Board, Cardiff and the Vale of Glamorgan Working Arrangments The individual appointed will be expected to be outcome focussed and self-managing. Hours will be varied according to the need of the project, ensuring that outputs are delivered on time. Hours will be expected to be worked over 5 days/week. The period of time to complete the assignment is expected to run for 6 months, in the first instance, with a review at 3 months. The duration states 6M (plus option to extend for 3). Please confirm the budget for this requirement? There appears to be an error with the duration, the duration is actually 12 months, with a review within the first three months. The maximum budget for this appointment is £80,000. Please note that this appointment is IR35 compliant. NI and tax is applicable. 2. Could you please clarify if the Max budget 80,000 GBP is for 6 months or 12 months? The maximum buget is £80,000 for 6months NOT 12months as suggested in the first response. 3. Could I just confirm that this is a full time role as the budget set for a 12 month period seems low? There was an error in the first response, the maximum budget is for a 6 month appointment and NOT 12 months. 4. Please can you confirm whether this role is inside or outside of IR35? Inside IR53, tax and NI applicable. 5. Is the indicated budget (£80k) excluding VAT? We also anticipate that the task requires substantial travelling within the area. Are required travel expenses covered separately? The budget of £80,000 is IR35 applicable, therefore tax and IR35 applies. Should there be a requirement to travel any travelling expenses would be paid in line with the Health Boards standard policy. 6. Is the budget including or excluding VAT please? The budget of £80k is including VAT 7. 1. Would you consider this specialist role to be split between two individual specialists that together would contribute the required role? The HB would like one individual 8. You mention "which includes reducing hospital outpatient appointments by 30%" are you currently engaged with NHS Improvement and the Model Hospital to support analysis of your current outpatient appointments We are ware of these but unfortunately these are English initiatives, so cant directly access 9. Please confirm the budget is £80k incl VAT (therefore an actual budget of £66,666) OR £80k excl. VAT NOTE: Business to business transactions should be quoted Excl. of VAT. £80k inclusive of VAT
