Tender description
Hertfordshire County Council (the ‘Council’) is currently out to procurement for the provision of Occupational Health and Employee Assistance Programme. The Council currently has separate contracts for the provision of Occupational Health Services and an Employee Assistance Programme. These contracts are both due to end in March 2019. The Council are seeking to award an OH and EAP Contract which delivers these two services collaboratively. This could occur through either one Contractor or multiple Contractors delivering both services together, depending on suitability. This joint approach will allow the Council to facilitate and embed a culture of proactive health and wellbeing management, reflecting our organisational needs. Further information in regards to this opportunity can be found in II.2.4) Description of the procurement field. The estimated total value of the Framework Agreement for Lot 1 and Lot 2 is stated in II.1.5) of this notice and is for the term, together with the Call-Off Contracts or Individual Orders and their possible durations. It is anticipated that the term of the Call-Off Contracts or Individual Orders awarded under this Framework Agreement could be up to 3 years. For the avoidance of doubt, the estimated maximum annual value of Lot 1 Occupational Health will be approximately 893 500 GBP. The Framework Agreement will be awarded for a term of 4 (four) years. Please note that the contract requirements will be subject to available financial resources, supplier performance and flexibility to meet changing demands. There will be no form of exclusivity or volume that is guaranteed under the resultant Framework Agreement and the Council and other participating authorities will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the established Framework Agreement. Hertfordshire County Council wishes to award a Call-Off contract under this Framework Agreement on behalf of itself and other HCC-managed participating Bodies and we are therefore also publishing the relevant order form and Call Off contract as part of this Invitation to Tender. The following contracting entities are ‘Participating Bodies’ for the purposes of this Framework Agreement and able to use this Framework Agreement: Part A – HCC Participating Bodies Hertfordshire County Council, Hertfordshire Catering Limited, Herts Living Ltd, Herts at Home Limited, Herts Fullstop Ltd, Hertfordshire Local Enterprise Partnership, Any other future trading arm, wholly owned company, mutual, joint venture, trust and shared service of Hertfordshire County Council to the extent such future participant does not fall within Part B. Part B - Non-HCC Participating Bodies 1) 3 Rivers District Council, Watford District Council, Hertsmere District Council, Welwyn Hatfield District Council, East Hertfordshire District Council, Stevenage District Council, North Hertfordshire District Council, St Albans District Council, Dacorum District Council, Herts for Learning Ltd, Any other future trading arm, wholly owned company, mutual, joint venture, trust and shared service of Hertfordshire County Council to the extent such future participant does not fall within Part A; 2) Those Hertfordshire community, foundation, free, studio, voluntary aided and voluntary controlled schools and academies specified on the list set out on the page link https://www.hertfordshire.gov.uk/services/schools-and-education/schools-directory/school-directory.aspx?searchInput=&page=1&resultsPerPage=50&view=List In accordance with the contract provisions some Participating Bodies will be permitted to make call–off's on behalf of others. Organisations should be aware that due to the nature of the Services provided, any Framework Agreement formed as a result of this procurement process shall be executed as a deed. Organisations should seek independent legal advice on the implications of this prior to submitting their bid, where appropriate. TUPE related information must be treated as protected data in accordance with the requirements of the Data Protection Act 1998 and must be kept confidential.
