Why the Work is Being Done The Resilience Capabilities Programme (RCP) oversees the readiness of the crisis capabilities needed to respond to the common consequences of nationally identified risks and attacks. Any civil emergency calls upon a raft of different response capabilities, and requires them to work together. We provide models for these complex inter-capability relationships. Our purpose is to inform cross-government discussions about capabilities’ strengths or where capabilities could be improved to ensure a successful response to a wide range of risks. It provides an evidence base for strategic decision-making about the use of resources to achieve the best possible impact through targeted capability building. Problem to Be Solved The current process is done manually by filling in interactive PDFs and data visualisation. It is time consuming and often subject to human error. We are looking for a supplier who specialises in data analytical software (for example, Tableau or Microsoft Power BI) to automate the capability mapping process and generate data visualisations which are interactive. The solution must have the ability for the user to easily input data (low/no code), store it locally (or within Cabinet Office hosted environment), automatically generate data visualisations and model the data. This would ideally be accessible across government IT platforms by cross-government stakeholders. Who Are the Users The users are an internal Cabinet Office team, with the potential for cross Whitehall stakeholders to be included. The solution must be able to: 1) automatically generate data visualisations 2) enable automated data modelling, including route for improvement and cross-capability comparison 3) store data securely 4) have the ability to input and access data and visualisations remotely 5) incorporate qualitative descriptions into visualisations to support interpretation 6) enter mock data to generate scenarios illustrating a 'what if' situation which mustn't affect any live data. Early Market Engagement None Work Already Done We have undertaken an initial ‘Discovery’ and have a general idea of software requirements, mock visualisations and technical options. However we require a supplier to show us the ‘art of the possible’. Existing Team The supplier will be working with the Strategy and Performance Team in CCS to deliver a platform that meets user needs and supports our business objectives, as well as the Cabinet Office Digital and Technology Team. Current Phase Alpha Work Location Split between 35 Great Smith Street and Windsor House, Victoria Street, London. Remote working accepted. Working Arrangments Although we are happy for the supplier to complete most of the work remotely, we would like them to collaborate with the team in CCS throughout. Security Clearance SC minimum is essential.
