Tender description

Dudley Council is seeking is seeking an alternative provider to operate childcare provision within Dudley Central Family Centre. For the purposes of this opportunity the definition of childcare is that which is specified in the Childcare Act 2006. The provision of paid for childcare services by a private, voluntary or independent body or individual to a parent or carer for the daily care of their child from the ages of 6 weeks — 14 years or through funded government places for eligible children i.e. 2, 3 and 4 years old whilst they work or undertake training. The successful Provider will also be required to enter into a concession agreement with the Council. Dudley Council is seeking an alternative Provider to operate childcare provision within Dudley Central Family Centre. For the purposes of this opportunity the definition of childcare is that which is specified in the Childcare Act 2006: “The provision of paid for childcare services by a private, voluntary or independent body or individual to a parent or carer for the daily care of their child from the ages of 6 weeks — 14 years or through funded government places for eligible children i.e. 2, 3 and 4 years old whilst they work or undertake training.” The requirement will take the form of a business transfer. Upon transfer the provision will operate independently of the Council and the successful Provider will income generate through their own business activities in accordance with the definition of childcare as outlined in the Childcare Act 2006. It is not anticipated that any form of ongoing payment will be made by the Council to the Provider for childcare services, other than in respect of funded places for 2, 3 and 4 years old. As the provision will operate independently of the Council, the Provider will have the ability to shape the business and services offered as they see fit, providing this is in accordance with the definition of Childcare as outlined in the Childcare Act 2006 and in accordance with Ofsted requirements. Whilst the Council is welcoming of alternative models of provision to that which is in place currently, Providers should note that a primary consideration for the Council in selecting a preferred Provider will be their ability to offer continuity of provision to children and families currently accessing free entitlements within the settings. The anticipated date of transfer is 3.1.2019. Any changes to this transfer date will be subject to the mutual agreement of the Council and the successful Provider. Please refer to tender documents.
