Tender description
Why the Work is Being Done To meet business demands a procurement is required for outcome based cross-programme services. NHSD is looking to create a pool of programme agnostic supplier contracts (estimated 6 suppliers) capable of supporting any programmes development activities. This Statement of Work (SOW) will establish a call-off contract through which this SOW will be awarded and used for future allocation of SOW's. This will allow the Supplier to deliver development services pursuant to SOWs agreed under this Call-Off Contract. Services may be delivered across any of the Buyers existing Portfolio of Programmes. SOW's will not be exclusive to any Supplier or Framework. Problem to Be Solved Further information will be made available on the Bravo Portal by 10.07.18. The link will be provided via Digital Marketplace. This will comprise of an Information Document, SOW and NHSD's additional Ts& Cs. The Buyer requires development partners to assist the Buyer in the development of quality Digital Outcomes for a portfolio of programmes. Programmes span across a number of areas of the digital health and social care landscape and could include solutions in areas such as national infrastructure projects, patient facing services, data analytic solutions and interoperability solutions. NHSD will not guarantee any future levels of business. Who Are the Users The users of the solutions span the health and social care network and may include patients', clinicians, support staff, providers of analytic services and many other end users in the health and social care field. We are creating robust, scalable and reliable digital solutions to meet the needs of these end users. Early Market Engagement Work Already Done The portfolio of programmes will be at various stages of the lifecycle, further information is provided in the Statement of Work. The initial statement of work is in relation to NHS Spine Core services. NHS Spine Core has been developed over several years and presently in live running requiring ongoing support, maintenance and functionality enhancement projects. Existing Team The supplier will be working with the buyer's development team and with other third party suppliers. Current Phase Live Work Location Primarily based out of NHS Digital's offices in Leeds, however Supplier may also be required to work in other NHS Digital offices in London and Exeter. Working Arrangments Working with the on-site team as specified in the statement of work. This is required for collaborative working and security reasons. No expenses shall be paid for working at allocated base NHSD location. Expenses will be paid in line with the contract schedule 1G if required to work at a different location. Security Clearance As per security requirements as defined in the Digital Outcomes and specialist Framework Agreement Call-Off Contract with any additional requirements as detailed in the SOW. Additional T&Cs Additional terms are outlined in the draft call-off contract which will be made available on the Bravo Portal by Tuesday 10th July 2018. Skills & Experience Must have demonstrable capability in developing large scale national applications and directories which support the exchange of information in national and local IT systems. Must have demonstrable capability in developing large scale, highly available and resilient infrastructure architecture and technologies Must have demonstrable capability in the appropriate use of sensitive data held on highly secure infrastructure. Must have demonstrable capability in using open source technologies on commodity and cloud-based infrastructure Must have ability to on-board resources rapidly on demand Must have ability to deliver levels of reporting as outlined in schedule 1B of the Call-Off Terms Must have worked as part of a blended team (customer & multi supplier) Must have demonstrable experience in successfully working as part of a multi customer/stakeholder environment Must have experience of working in an Agile delivery team and be familiar with the associated ceremonies Must have demonstrable capability of using JIRA and Confluence Must have demonstrable capability of using GIT and Jenkins Must have demonstrable capability of test driven development using Python Must have demonstrable capability of Riak Must have demonstrable capability of Splunk Must have demonstrable capability of Puppet (enterprise version) Must have demonstrable capability of Redis Must have demonstrable capability of NGINX Must have demonstrable capability of using Selenium & page object pattern Must have experience of developing and implementing FHIR standards Nice to Haves Demonstrable capability of using Tornado Demonstrable capability of using RabbitMQ Demonstrable capability of using OpenLDAP Demonstrable capability of using Flask Demonstrable capability of using Jinja2 Demonstrable capability of using Pystache Demonstrable capability of using Schematron Demonstrable experience of using Subversion, Team City, Octopus Deploy Demonstrable experience of using Microsoft Dynamics CRM Demonstrable experience of using Microsoft .NET C# (ASP, EF, MVC, WebAPI), Microsoft SQL Server (SQL, TSQ, SSIS, SSAS), Microsoft IIS Demonstrable experience of using AngularJS, Event Store, Grafana / Graphite, Sensu and RabbitMQ Demonstrable experience of using Oracle Database and PL/SQL Demonstrable capability in disaster recovery and failover mechanisms.
