Tender description

The London Borough of Havering is extending the current contract for Health Visiting and School Nursing services (the 0-19 Healthy Child Programme). The Health Visiting (0-5) service is to provide specialist community Public Health nurses and teams who provide expert information, assessments and interventions for babies, children and families. The School Nursing (5-19) service is to promote public health to children, young people and their families, support schools, colleges, and pupil referral units to identify and respond to the health needs of their populations, and work with partners and stakeholders to achieve the best outcomes possible for all children and young people in Havering; improving their health and well-being, preventing ill health, and reducing health inequalities. The local authority has a statutory responsibility to provide a health visiting service, which has been taken into consideration in continuing with the service provision while a procurement activity is undertaken. The terms of the school nursing contract allowed for a 2 year extension while a procurement activity is undertaken. Both are currently being delivered by NELFT NHS Foundation Trust and therefore have now been combined to ensure the contracts are aligned moving forward. The interim arrangement will last 21 months commencing 11.7.2018. The market was consulted before awarding the extension to NELFT as a direct award, through the issuance of a VEAT notice Reference; 2018/S 090-204709.
