Tender description

NHS Arden & Greater East Midlands Commissioning Support Unit (AGCSU), on behalf of NHS England — Midlands (North Midlands) is carrying out a market engagement exercise for the provision Liaison and Diversion Services for Herefordshire, Shropshire and Telford and Wrekin areas. This is to assist the commissioner in deciding on the most appropriate and effective lotting strategy for the future procurement. The Commissioner is considering the following three options for their lotting strategy: Option 1) This option would be to commission the service in all 3 areas as one lot (Herefordshire, Shropshire, Telford and Wrekin), Option 2) This option would be to split the service into 2 lots (Herefordshire as lot 1 and Shropshire and Telford and Wrekin as lot 2). Bidders would be able to bid for 1 or both lots, Option 3) This option would be to split the service into 3 lots (Herefordshire as lot 1, Shropshire as LOT 2 and Telford and Wrekin as lot 3). Bidders would be able to bid for 1,2 or 3 lots, The service provision will cater for vulnerable individuals of all ages in the offender pathway and help to inform subsequent decisions, about where an individual is best placed to receive treatment, taking into account public safety, safety of the individual and punishment of the offence. For this service provision, Arden and GEM CSU would like to encourage innovative solutions including strategic alliances which will deliver value for money and improved services to patients. The service provider(s) will be required to deliver an outcome based high quality and integrated L and D service operating at various points of the criminal justice pathway including police custody, courts and the community within the stated areas and across the Police Force footprint. The L and D service is expected to include provision of listed features, services, and coordination amongst these which are detailed in the attached draft Specification available on the Bravo System. This service is expected to be fully operational by 6.5.2019.
