Why the Work is Being Done Defence Learning and Management Capability (DLMC) will enable Defence to analyse, design, deliver, assure and govern policy compliant Training and Education using a modern, sustainable suite of information services. DLMC is a digital transformation programme developing a modern, integrated learning and management capability using agile methodology, in-line with the Technology Code of Practice and Digital Service Standards. DLMC will deliver an integrated learning and management capability to supersede two legacy training platforms; Training and Finance Management Information System - Training (TAFMIS-T) and Defence Learning Environment (DLE). Problem to Be Solved The requirement will be the development of a DLMC Business Change Strategy and can be divided into three phases. Phase one would be to Mobilise the project and decide upon how the strategy would be developed. Phase two to Develop the strategy Phase three to Refine the strategy. By the end of the contract the supplier would be expected to have defined the following: a. The purpose, size and responsibilities of the network b. The activities the network will need to carry out c. The optimum time required to launch the Network d. The best way to establish the Network Who Are the Users User Persons are under development and will be clarified during the Discovery Phase. DLMC users are potentially anyone who works for Defence. This encompasses Military Personnel, Civil Servants and Contractors. Identifying the users and their business change needs will form part of the Business Change Strategy in the first work package Early Market Engagement Work Already Done Front Line Commands (FLCs) have a vital role to play to ensure that this agile approach, in-line with Government Digital Services (GDS) guidance, delivers the appropriate building blocks to build a service which meets the needs of all users. The programme has established a Change Integration Working Group (CIWG) chaired by the Programme Manager in the absence of a Lead User for Defence (expected start date Q3 18). Each FLC is represented at the CIWG by a Single Service Lead (SSL). The SSL's will work in partnership with the future Business Change Manager providing the business context to change activity Existing Team The programme is currently undergoing recruitment across several areas - target completion summer 18. We are recruiting a Lead User (Military) supported by a Product Manager (In Post) to oversee the Business Change Network at programme level. The network will work closely with the Programme Office and other project teams (on-boarding legacy systems and developing future services) in multiple locations Current Phase Discovery Work Location Army Headquarters is located on the outskirts of Andover in Hampshire, SP11 8HJ Working Arrangments The Partner will need to work at multiple sites on MODNet five days per week to fulfill the requirement. Laptops will be provided for working at remote MOD sites. The Partner will need to work closely alongside all programme stakeholders, e.g. the user community, programme/project teams and wider stakeholders to deliver the required outputs.
