Tender description

Administrative healthcare services. The establishment of a 5-year operator framework agreement for the development, endorsement and promotion of the various types of professional, semantic and technical information standards necessary to digitise and integrate health and social care. Successful bidders would become part of a framework which can be used by any public body which exercises functions in connection with the provision of health services or of adult social care in England Managed by NHSD. Although the framework does not provide any guarantee of business, it will provide those public bodies entitled to access the framework an efficient and consistent means of engaging with approved suppliers to develop and gain acceptance of the types of information standard described below. An information standard is a document containing standards in relation to the processing of information. For this framework the information in question is that concerning, or connected with, the provision of health services or adult social care in England. Types of information standard include: 1) Professional - the record keeping standards applied in the treatment and management of patients and those in receipt of adult social care. Professional standards cover; a) the direct management of care, such as the record standards published by PRSB, and; b) the indirect management of care, such as the reporting standards published by NHS Digital. 2) Semantic — the information models and terminology used to represent health and adult social care language so that it can be meaningfully and accurately understood by digital systems. Semantic standards may include; a) terminology and classifications content, such as SNOMED, ICD-10 and OPCS-4, HPO etc; b) transformation or association of clinical information from one semantic standard to another, such as SNOMED CT to ICD, or SNOMED CT from clinical notes; c) information models to support adherence of clinical content to professional and technical information standards; d) Artificial Intelligence/Natural Language Processing / Machine Learning methods, demonstrators, assessment frameworks to enable semantic representation from coded or unstructured language. 3) Technical — the open standards and best practices employed by digital systems in sharing information about health and adult social care. Technical standards include; a) digital interface standards based on open interface standards such as RESTful API; b) digital messaging specifications based on open protocol standards such as HL7 FHIR, and; c) reference designs for digital systems employed in health and adult social care. A) successful supplier will be evaluated and have assigned, against ongoing review, an assessment of their competence to deliver one or more of the following products: 1) Methodologies for research, design, development, adoption and maintenance 2) Resulting in the development of some or all of: a) The problem statement / need; b) The research basis and findings; c) The design specification, including: i) Safety and IG Assessments (Clinical Hazard Log and Data Privacy Impact Assessment); ii) User Guidance (for professionals, organisations and systems suppliers) d) The burden / risks to adoption and maintenance; e) The costs / benefits of adoption and maintenance; f) The plan for implementation, education and training support; g) The plan for communications and promotion plan. 3) And leading to the delivery of some or all of: a) Letter/s of endorsement from responsible bodies; b) A publication ready information standard; c) Publication of the information standard; d) Communication and promotion of the information standard. NHS Digital will establish and maintain the oversight and operation of the framework during its lifetime, a maximum of 5 years from 2018.
