Tender description

Solihull Community Housing use Capita Open Housing to provide its Housing Management, Repairs and Asset Management system incorporating mobile working for staff and on-line self-service facilities for tenants. The system allows SCH to service the requirement of tenants within in the borough. SCH has purchased licences to use this system and this new contract is for the extension of existing support and maintenance, beacause a change of supplier would result in incompatibility as the only supplier that can provide the support and maintenance to the Capita system and software used by SCH is the incumbent supplier Capita,as per Regulation 32 of the Public Contract Regulations 2015. Directive 2014/24/EU of the European Parliament and of the Council. Article 32 — Negotiated procedure without prior publication (b) for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.
