Tender description

DFID’s Safety, Support and Solutions Phase II (SSS II) programme is a new migration programme which aims to make migration safer and more orderly and provide critical humanitarian support, resulting in fewer deaths and less suffering along the Central Mediterranean Route. Over the period 2018-2020, DFID will allocate 75 000 000 GBP worth of funding to specialist partners to deliver the programme. Formal agreements have been signed with IOM, UNICEF, British Red Cross, and a consortium of INGOs led by the Danish Refugee Council. Partners will take a route-based approach (working across fourteen countries of origin, transit and destination, of which nine are focus countries to be covered by this Terms of Reference) to respond to the complex needs of mixed migrant populations including refugees, asylum seekers, economic migrants and victims of trafficking, in a wide range of countries (see next section) along the Central Mediterranean Route. The purpose of this contract is to deliver an independent monitoring and rapid research and evidence function on behalf of DFID that will deliver the following 4 outputs: I) verify and triangulate partner results and undertake additional data collection to gather evidence in 2 countries (Libya and Mali), potentially expanding to a third country if required; II) assess the strength of lead partner M and E systems across the 9 countries; III) provide rapid research and evidence across the nine focus countries of the SSS II programme (Burkina Faso, Guinea, Libya, Mali, Niger, Senegal, Egypt, Algeria and Morocco) through a rapid research and evidence facility. Deliver up to 8 primary rapid research studies during this contract to fill priority evidence and information gaps regarding route-based programming through primary research; IV) deliver 3 learning forums / workshops to support lesson learning between DFID, implementing partners and key external stakeholders. Independent Monitoring (IM) is expected to provide SSS II and DFID with a greater assurance of the results being achieved by partners in Libya and Mali (at activity and output levels), highlight key risks and improve programme design and learning. Critically, the IM will provide access to places which are largely inaccessible to DFID staff (Libya, Mali and potentially Niger).
