Tender description

Wrexham County Borough Council is looking for tender applications from organisations that are able to meet the required service outcomes as detailed below for the provision of a Carers information, advice, support and respite service. The provider will work with carers, professionals and other Third sector organisations in Wrexham County Borough and will strengthen working relationships with Wrexham County Borough Council by providing a specialist carers’ assessor to sit with the Wrexham single point of access (SPoA). Wrexham County Borough Council is looking for tender applications from organisations that are able to meet the required service outcomes as detailed below for the provision of a Carers information, advice, support and respite service. The provider will work with carers, professionals and other Third sector organisations in Wrexham County Borough and will strengthen working relationships with Wrexham County Borough Council by providing a specialist carers’ assessor to sit with the Wrexham Single point of access (SPoA). The service will be commissioned for 5 years (2018-2023) to support carers by providing information, advice, support and respite to help improve/sustain their own health and well-being whilst supporting them to sustain their chosen level of care (balancing their own needs and those of the person they care for). The provider will be expected to meet the needs of a wide range of carers and to acknowledge the differences in the needs of carers of people with different conditions and issues. This will ensure that within the overall service there is defined carers support with specialist disability, health or mental health related conditions knowledge, in order that carers receive a service that is appropriate to them. The outcomes of the service to be achieved are: 1) Work with adult carers to enable them to secure their rights and entitlements; 2) Support carers to achieve positive social and economic well-being and promote positive physical, mental health and emotional well-being; 3) Take steps to protect and safeguard carers from abuse, neglect or harm; 4) Maintain a positive contribution to society including access to education, training and recreation, encouraging and supporting carers to learn, develop and participate in society; 5) Support carers to safely develop and maintain healthy domestic, family and personal relationships. This is an outcomes-focused specification for carers, as it focuses on outcomes it leaves scope and flexibility for providers to organise service delivery in a range of ways to achieve the required outcomes. We welcome providers to bring their expertise to the table and outline how they will deliver on the outcomes set out within the specification. Innovation and creativity is encouraged. As this service will be available to carers of all client groups, we welcome joint submissions from providers wishing to work in partnership.
