Tender description
Public sector organisations in Sheffield are working together on a programme of work – Public Service Reform – to improve how public services work in the city. We are interested in delivering significant, sustained, financially secure changes to the nature of public service delivery, always in pursuit of better outcomes. We are focussing on reforms that will require the leadership of at least two public agencies in the city and that are associated with enabling people to lead long, healthy lives; education and employment; and empowering citizens to be responsible and independent. We are developing a series of business cases, and across them, are working with public agencies to identify significant funding to make ‘outcomes payments’. For each business case, we plan to: i) publish a set of outcomes that local public commissioners want to target; ii) a price (or range of prices) that local commissioners would be prepared to pay for those outcomes; iii) use the money we have identified for outcomes payments to stimulate the development, delivery, and financing – using external sources of finance, including social finance – of business cases that target these outcomes. The Investor Forum is being established so that we can ensure the development of individual business cases, and the public service reform work overall, is well informed by investors’, intermediaries’ and other organisations’ perspectives. The application process does not in any way represent a procurement for goods or services. Whilst an Non Disclosure Agreement will be in place between the Council and successful applicants, there will in no way be inferred to be a contract for services. Engagement between parties to the Forum will be conducted in such a way as to not undermine any future procurement activity and the principles of being fair, open and transparent.
