Tender description

We are looking for a supplier to create a Senior Leadership Development Programme for DIT (Department for International Trade) which includes the creation of DIT Senior Leadership Capabilities and assessment methods and tools which not only depicts the level of our current Director's leadership capabilities but also provides a development programme for Director's to achieve the top level. The development programme should be a a year long and be able to cover the entire Director population globally. The outcome of this will be that DIT understand what good Senior Leadership looks like, to allow DIT to assess it's current senior leaders and for DIT to know what they must do to achieve the top level of Senior Leadership. The supplier is to deliver this development programme which is required by all Senior Leaders across DIT globally. We are looking for a supplier to provide: 1) a clear senior leadership development framework and assessment methods including articulation of what Leadership means for DIT; 2) a year long global development programme for our Director population which needs to include: We are looking for a Leadership Development Programme for global director population; this should include: — articulation of senior leadership capabilities and capacities unique to DIT — including a robust method to create them (including branded collateral), — a method of assessment and aggregate data collection methods for directors against the defined capabilities, — design, development and delivery of a year long global programme routed in an Action Enquiry methodology for circa 46 Directors which meets the challenges of VUCA (Volatile Uncertain Complex and Ambiguous), — delivery by Action Enquiry specialist across nine global markets, — critical use of enabling technology to package and support programme including ways for participants to connect, — programme brand and identity, — evaluation and Continuous Improvement. Key issues to address: — leadership (as a whole) is transactional not transformational as a preferred option to meet the delivery demand of the business, — the lack of understanding and/or appreciation of what leadership is within DIT, being enabled by consistent role modelling of transactional behaviour, — the lack of engagement with senior leadership development as not seen as a priority and the current (traditional) methods of development potentially inhibiting progress, — the problem that Senior leaders do not connect outside their respective areas and limited enterprise wide leadership effort, — as a new organisation we need to ensure that our leaders are able to demonstrate positive impacts on the emerging organisational culture, — significant increase in Annual People Survey scores relating to Leadership in DIT. Required experience and Capability of the Supplier: — significant experience in organisational development and senior leadership development, — defines leadership for an organisation, — have conducted / exectuted Research and development in Senior leadership and/or systems leadership development, — published and/or industry thought leadership, — Action Enquiry specialists, — proven experience assessing and developing leadership capability and capacities, — experience in delivering global connected programmes, — specialists in VUCA principles and how leadership needs to respond. The delivery of this will be staged starting in September 2018, details to be confirmed. This development project is required by all Senior Leaders across DIT globally and forms part of their Learning and Development.
