Tender description

The Contract is for the Supply and Service Support of a Incinerator Continuous Emissions Monitoring System (CEMS). Supply includes delivery, installation, commissioning, testing and Certification and will be delivered in accordance with a Build and Installation Programme of Works agreed with the Incinerator Facility Project Lead at the Contract Start-Up Meeting, prior to commencing the works. Service Support includes specified periodic calibration and servicing (preventative maintenance) as required, and a parts replacement / repair service in case of failure of the system, or any parts thereof. The Contractor shall supply all spares, replacement parts etc., necessary for the repair / maintenance / modification of the items covered by the Contract. The Service Support will be delivered in accordance with the CEMS Service Support Package agreed with the Incinerator Facility Project Lead at the Contract Start-Up Meeting, prior to commencing the works. The current Continuous Emissions Monitoring System (CEMS) equipment consists of two Environment SA gas analysers, PCME dust and flow probes, Setnag 02 Probe Monicon H2 detector and air-conditioning unit with CBISS Monitoring and Control software with reports package. A new CEMS is necessary to ensure reliable performance that demonstrably monitors, measures and records all flue gas emissions to air, confirming compliance with the Environmental Permit and minimising the potential for actual or indicated Permit breaches. System integrity is a key consideration for the suitability of the CEMS and the supplier will be required to take full ownership of the entire system installation, commissioning, calibration, testing and Certification, prior to Dstl Acceptance. The Incinerator Facility is a Dstl business critical operation which must be available, on demand, for continuous operation 24/7/365. Dstl requires the back to back hand over from the old CEMS to the new system. The installation of the new CEMS and decommissioning of the old system must be undertaken by suitably qualified individuals capable of working with the minimum of supervision, as appropriate, and planned to take place during a scheduled shutdown period. Work will take place alongside other works being undertaken by the Mechanical Maintenance Team. Following Acceptance by Dstl, the supplier will be required to provide on-going support of the CEMS, taking responsibility for the maintenance, calibration and overall performance of the CEMS for the duration of the contract. The contract period is scheduled to commence (t.b.a.) with support being provided to (t.b.a.) with Options at the sole discretion of the Authority to extend support by 2 x 1 years.
