Why the Work is Being Done We are seeking a supplier to provide the technical expertise for ongoing support and enhancement of our Innovation Funding Service (IFS), a user-centred accessible digital service. Following the successful Discovery, Alpha, and Beta phases of the project, working within Governments Digital Service Standard, we are looking to establish a ‘business as usual’ (BAU) team to provide ongoing support and enhancements for the service. The internal team will be in place at the beginning of September 2018 but will be supplemented with external resource through a supplier contract. Problem to Be Solved The Innovation Funding Service project is part of Innovate UK’s digital transformation, moving core transactions onto a digital platform. Designed to meet the government Digital by Default Service Standards it leverages the benefits of cloud computing, in line with the Government’s digital strategy. It has allowed us to scale-up our operations efficiently by digitalising the funding application process, from initiation of the application to the transfer of information into the grant system. With the service now in place, we need to establish BAU team who can continue to support and iterate the service with minor enhancements on an ongoing basis. Who Are the Users As an applicant, whether it be from a business, academic or research organisation, I need to have an intuitive digital platform so that I can: - Create an account - Complete my application with input from collaborators - Submit my application - Provide additional project start up information if I am successful Assessor, I need an intuitive digital platform, so that I can securely assess and submit feedback on applications. Internal user, I need an intuitive digital platform, so that I can: - Create and manage a competition - Manage applications, assessments and project setup - Manage applicant feedback Early Market Engagement Work Already Done The Discovery, Alpha and Beta phases of the project have been completed. We are looking to establish a team who will provide ongoing support of our Innovation Funding Service as a ‘business as usual’ (BAU) function. This function will continue to operate in the Public Beta phase until our separate grants management system project (ACC) has reached the same phase, so they can undergo Live assessment as one single end to end journey The ACC project is being resourced separately and is outside of the scope of this procurement. Existing Team The team will be made of the following internal resources: - Service Delivery Manager - Business Analyst - UX Researcher/ Designers (x2) - Testers (x2) - Junior Developers (x2) The team will also be working with other internally resourced functions including: - Enterprise, Systems Interface and Solutions Architects - Content Designers - Business Intelligence: Data Mapping and Data Migration Specialists - Internal Stakeholders (Key Users and Product Owners) - DevOps Service Current Phase Live Work Location Polaris House, North Star Avenue, Swindon Working Arrangments We are looking to integrate the supplier resources as part of a single BAU team. The overall direction for the team will be provided by the Service Delivery Manager, working closely with Technical Lead Developer. Team will continue to operate using Agile Scrum Methodology and working to the processes already set out by our current Project team. We expect team members to be onsite a minimum of 3 days a week, with optional remote working for the other 2 days. For remote working, we will make use of established collaboration tools used extensively as part of the project to date. Security Clearance - Onsite attendance at Polaris House require basic security disclosure - Contractors working for Innovate UK must sign our standard Non-Disclosure Agreement - All suppliers working with Innovate UK must provide proof of GDPR compliance - All suppliers must adhere to Innovate UK’s Information Security and GDPR policies Additional T&Cs Skills & Experience Demonstrate how you will apply your skills and expertise to design services for users In line with GDS Digital by Default Service Standard Demonstrate how you will apply your skills and expertise to design services for users- use of open source/ open standards Demonstrate how you will apply your skills and expertise to design services for users- Ensuring high quality development and continuing the current development of the service Demonstrate how you will apply your skills and expertise to design services for users- In line with specific requirements as laid out by the customer Demonstrate how your Technical Lead Developer can act as architect, leading the team, defining requirements and have the required INF knowledge to cover this requirement alongside our DevOps service. Demonstrate how your Senior Front-End Developer can assure GDS compliance and how this will ensure the successful delivery of this project. Demonstrate how your Senior Developers can act as mentors and ensure the ongoing development of our Junior Developers. Demonstrate how your team can work with established technologies and best practices, and evolve them over time. Demonstrate how you will apply your skills and expertise to Agile Software Delivery and how this will ensure the successful delivery of this project. Demonstrate how you will apply your skills and expertise to Continuous Integration and how this will ensure the successful delivery of this project. Demonstrate how you will apply your skills and expertise to Continuous Delivery and how this will ensure the successful delivery of this project. Demonstrate how you will apply your skills and expertise to Non-Functional requirements such as Security, Usability, Performance, Accessibility and how this will ensure the successful delivery of this project. Demonstrate how you will apply your skills and expertise to implementing a successful DevOps culture and how this will ensure the successful delivery of this project. Demonstrate expertise in Object orientated concepts and design patterns, development using HTML5.0, Cascading Style Sheets, SASS and JavaScript or equivalent utilising a Secure Software Development Lifecycle. Demonstrate expertise and skills of working with a Microservices architecture and how this will ensure the successful delivery of this project. Demonstrate how your developers will implement- Architectural structural changes and Significant feature implementation Demonstrate how your developers will implement- Time critical changes and Changes towards deployment Demonstrate how your developers will implement- Integration activities and Assist with 1st line support Nice to Haves Demonstrate expertise and skills of collaboration tools such as Slack, Jira, Confluence and WebEx or equivalent. Demonstrate expertise and skills of Service Orchestration using tools such as Kubernetes / OpenShift or equivalent.
