Essex County Council (ECC) is currently reviewing its Library Strategy which includes the technology that underpins customer interactions. Historically ECC has used a locally hosted system for management of library services, stock and customer interactions, but are now commencing early market engagement activities ahead of a potential procurement exercise to ensure that our library management solution meets the future needs of our library service. At a high level we anticipate that a future solution will include: Cloud based solution with support and maintenance; Enriched customer experience including access to range of content types, enhanced content presentation, range of alerts and contact methods; Customer and staff interface designed for web access / mobile device; Stock management tools; Tools for effective / efficient delivery of front line services; Powerful Management Information capability; Scalability to accommodate data volumes attendant on a Library Authority of ECC scale; Capability to integrate solution with a range of technologies such as RFID, public network management, content enrichment / cataloguing; End to end electronic trading with suppliers; Capability to integrate with corporate financial solution for purchasing / customer income; WCAG AA compliance for solution accessibility.
