Summary of the work To support the Head of Engineering Practice to establish the infrastructure engineering capabilities within the Engineering Practice, and to recruit new engineering talent into BPDTS. There is a need to increase senior capacity within the Engineering Practice to shape and drive activities to establish the required momentum across the business. Specialist role Programme manager Expected Contract Length Six months minimum Latest start date Monday 16 July 2018 Who Speclialist Work With The specialist will support the Head of Engineering Practice to establish the infrastructure engineering capabilities within the Engineering Practice, and to recruit new engineering talent into BPDTS. There is currently a need to increase senior capacity within the Engineering Practice to shape and drive activities in this area to establish the required momentum across the business. The specialist will work with counterparts in DWP to build cross-community ways of working, support the organisation’s strategy to increase digital capability and assure delivery of digital services. What Specialists Work On 1. Support the Head of Engineering Practice to establish the Infrastructure Engineering community. 2. Work with counterparts in DWP to build cross-community ways of working which support the organisation’s aims to increase digital capability and assure the delivery of digital services. 3. Work with DWP counterparts to develop a deep understanding of customer needs both now and in the future to establish a longer-term view of service demand. 4. Undertake effective knowledge transfer and handover to BPDTS personnel at the end of the assignment. Skills & Experience • Demonstrable experience of forming and leading infrastructure engineering teams in a digital environment to build, support, manage and maintain infrastructure solutions and infrastructure facilities, i.e. data centres and communications rooms. • Demonstrable experience of managing strategic and operational relationships with infrastructure suppliers, services and products. • Demonstrable experience of major incident management and escalation within a live service environment. • Collegiate in approach and able to build a vision and momentum for change. • Familiar with professional services business models and associated business processes. • Significant experience of managing the delivery of large-scale digital solutions in both Agile and Waterfall environments to time, budget and quality. • Able to demonstrate experience of challenging organisational processes to reduce complexity and optimise delivery flow. • Extensive experience of leading and continuously improving large Infrastructure Engineering teams within a complex, multi-disciplinary environment. • Good practical working knowledge of a broad range of technologies used over the last 20 years. • Able to communicate effectively with and understand infrastructure engineering practitioners. • Able to build credible relationships at senior levels within a complex organisation. Nice to Haves • Experience of contributing to and influencing organisational transformation. • Experience of technical services business development. • Experience of working in waterfall environments and understanding of constraints and requirements when working with or interfacing with legacy systems. • Working knowledge of relevant technologies and tools, such as AWS, Crown Hosting and containerisation • A member of a relevant professional body. Work Location London, Newcastle or Blackpool. Significant travel will be required between sites. Working Arrangments Onsite 5 days a week with significant travel between London, Newcastle, and Blackpool. Maximum, of £1,000 per week limit on expenses, which must be pre-approved and adhere to BPDTS Expenses Policy. Security Clearance Baseline Personnel Security Standard (BPSS) required No. of Specialists to Evaluate 3 Cultural Fit Criteria • Utilise personal network to attract talented individuals to the organisation • Work with counterparts in DWP to build cross-community ways of working • Support BPDTS’s strategy to increase digital capability • Define service outcomes offered and what excellence looks like • Assure delivery of digital services and provide direction and coaching. • Deploy people and services to ensure capability and solutions offered by the service practice align with customer need. Can you provide more detail on the expectations of how the Infrastructure Engineering Lead will support the Head of Engineering Practice? The specific focus and support will be in the following key areas:a. Developing the infrastructure engineering practice community and ways of working.b. Identifying capability gaps to determine development and recruitment needs.c. Attracting new talent to the organisation and leading recruitment campaigns.d. Developing career pathways to facilitate career progression.e. Providing direction and coaching to members of the infrastructure engineering practice.f. Implementing new processes and tools within the practice to support demand management, resource allocation, practice communications, learning and recruitment.g. Developing a service catalogue with target service levels for each infrastructure engineering service. 2. Is this role assessed as inside or outside of the IR35 regulations? This role is out of scope of IR35 3. Is there a current incumbent? No there is not an incumbent in the role 4. Would you please confirm whether the area of work is IT Infrastructure or not? I can confirm it is IT Infrastructure 5. We need to know the Infrastructure Service areas to concentrate on. You mentioned Digital. Within Digital, what exactly are the technology areas to concentrate on? We expect the specialist to have demonstrable evidence of all aspects and breadth of IT Infrastructure i.e. from old legacy mainframe through to cloud based services. They need to be able to substantiate this with a deep understanding and detailed knowledge. 6. Are you able to give more information as to which of the 'Assessment Methods' you will be using? We will be using Presentations. It is anticipated these will be on Friday 6th July in Manchester. 7. What will the Presentations need to address on the 6th July 2018? How the specialist proposes to support the Head of Engineering Practice, with specific focus in the following areas:a. Developing the practice communityb. Identifying capability gaps c. Attracting new talent to the organisation and leading recruitment campaigns.d. Developing career pathways e. Providing direction and coaching f. Implementing new processes and tools 2. Work with counterparts in DWP to build cross-community ways of working 3. Work with DWP counterparts to develop a deep understanding of customer needs both now and in the future 4. Undertake effective knowledge transfer and handover to BPDTS personnel at the end of the assignment. 8. Can you provide a bit more information about specific areas of the role? Key areas of the specialist role are:1) Work closely and support the Head of Engineering Practice2) Build capabilities in the practice community to meet DWP demand and3) Attract talent to the organisation and drive recruitment campaigns 9. What is the longer term strategy for recruitment? BPDTS Ltd aims to recruit permanently to enable it to meet DWP's demands. There is currently an immediate need to increase senior capacity within the Engineering Practice to help shape and drive activities, hence advertising this opportunity. The specialist will need to have a proven track record of recruitment and can demonstrate delivery of this. 10. Is there any flexibility in the base location? The base location needs to be in Blackpool, Newcastle or London. The main activity for the Engineering Practice is in the North of England. There will be significant travel between the sites. 11. Is previous Government experience required? It is not essential however if the specialist has previous experience of working in controlled Government environments this could be helpful. 12. What behaviours do you expect the specialist to bring to the role? We expect the specialist to meet the cultural fit criteria, be engaging and be able to create energy. A well respected specialist with a good network and market presence would be beneficial.
