Tender description
This invitation to tender has been withdrawn. DFID wishes to secure the services of a service provider to manage the Scaling Up Nutrition (SUN) Fund in Zambia. The service provider, referred to as the Fund Manager (FM), will be contracted to manage a “pooled fund” to support implementation of the expanded and updated national First 1000 Most Critical Days Programme (MCDP II) coordinated by the National Food and Nutrition Commission (NFNC) under the Ministry of Health. The “pooled fund” will involve contributions from several Cooperating Partners (CPs) and is expected to provide between 15 000 000 GBP and 50 000 000 GBP for programme implementation including front line service delivery and associated costs in at least 30 districts over 5 years. The FM will manage a minimum Contract value of 15 000 000 GBP of DFID funding rising up to 50 000 000 GBP as contributions from other CPs come to fruition. The budget will cover all costs associated with delivery of the programme. On this occassion DFID is withdrawing this Invitation to Tender and will not conclude a Contract for any of the Services. DFID is exercising it's right as stated in the ITT documents published. The principal objective of the Fund Manager will be to manage the SUN Fund as a joint financing mechanism to support the implementation of the First 1000 MCDP. The key functions are: programme management; grant disbursements and fiduciary risk management; financial and procurement management and sustainable institutional capacity strengthening. The expected outputs include the following: a) Scale up implementation of cost-effective high impact direct and indirect nutrition interventions which contribute to reduced stunting in at least 30 districts; b) Strengthened capacity in NFNC and selected line Ministries to ensure effective coordination, management and implementation of quality nutrition programmes across sectors; c) An efficient and transparent SUN Fund which works to efficiently channel donor resources to reduce stunting and also increases government leadership and ownership of improving nutrition; and d) Strengthened capacity in NFNC to effectively manage and analyse nutrition information for policy and strategic decision-making.
