Tender description

Portsmouth City Council (“the Authority”), acting on behalf of Bird Aware Solent, is seeking tenders from suitably qualified providers to complete the following environmental impact monitoring commissions: — Commission A: Assessment of disturbance levels at rangered sites, — Commission B: Data collection and analysis for vehicle numbers in coastal car parks and numbers of people / activities on the shore. The combined value of the commissions is estimated to be 25 000 GBP. The contracts will run for a fixed term of 1 year commencing on 1.10.2018 but may be extended up to a maximum term of 10 years. The contracts may be also be extended in terms of activity scope. In order to provide additional flexibility for letting subsequent commissions the Authority will establish a multi-provider Framework Agreement via this process. The framework may be used by any Contracting Authority situated within Hampshire, West Sussex and the Isle of Wight. The tender return deadline is 27.7.2018. Portsmouth City Council ('the Authority'), acting on behalf of Bird Aware Solent is seeking tenders from suitably qualified and experienced providers to complete 2 monitoring commissions to inform Bird Aware Solent's strategy to mitigate the impact of human activity and development on coastal wildlife. — Commission A: Assessment of disturbance levels at rangered sites, — Commission B: Data collection and analysis for vehicle numbers in coastal car parks and numbers of people / activities on the shore. The combined value of these commissions is estimated to be 25 000 GBP. Contracts will run for a fixed term of 1 year commencing on 1.10.2018 but may be extended up to maximum term of 10 years in increments to be agreed to allow for future repetition of these monitoring components. The contracts may also be extended in terms of activity scope. Tenderers may submit a response to either or both of the commissions. If submitting a response to both commissions tenderers may also submit a combined offer at their discretion. Data will be collected over the 2018/19 winter season and will be collected in accordance with an already developed methodology. The successful provider(s) will be required to provide data analysis and commentary presented in an accessible report, with the final reports submitted by 19.7.2019. In addition to the 2 commissions referred to above, the Authority will require the completion of several monitoring commissions and accompanying reports every winter season over the next 10 years. The aggregate value of these commissions plus the initial 2 is estimated to be approx. 40 000 GBP per annum. The requirements are likely to include but may not be limited to the following activities: — automated counters, — car park counts and vantage point watches, — data recording by rangers, — disturbance levels at rangered sites, — visitor interviews in the SPA, — bird numbers and distribution, — housing, — creation and enhancement of Suitable Alternative Natural Greenspace (SANG), — ranger time and deployment, — Access Management Assessments. Further to the above activities further related services may also be required, which could include the following: — data analysis and modelling, — conservation management services, — mitigation services, — visitor strategies, — Ecological Impact Assessments, — developing new and existing monitoring and data collection methodologies. Further to the above the full range of services which providers are able to undertake which may develop over the course of the contracting arrangements in line with provider business activity developments may also be commissioned. At present the Authority can provide no forecast of likely demand for further services and is including these options to provide for future flexibility only. The additional commissions and related services referred to above may be drawn down from the successful providers via agreed variation to the contracts. However, in order to order to provide additional flexibility to meet requirements for additional monitoring commissions the Authority will also establish a multi-provider Framework Agreement via this procurement process which can be used to draw down services as well. The framework may be used by any Contracting Authority situated within Hampshire, West Sussex and the Isle of Wight. It will run for a duration of 10 years and will be made up of the resulting top 3-4 ranked tenderers from the evaluation of the bids submitted for the initial 2 commissions. Call off contracts may be let via the framework via direct award or via further competition. This procurement is being run to the following timetable: — Clarification Deadline: 23:59 on 12.7.2018, — Tender Return Deadline: 14:00 on 27.7.2018, — Interviews, if required: 8.8.2018, — Standstill Start: 14.8.2018, — Contract Award: 27.8.2018.
