Who Speclialist Work With Operations Service team, IT Development Teams, Short Term Business Teams and others as necessary UKEF has an immature model for agile delivery and require experience and evidence the specialist can work and adapt in an organisation at such a stage of transformation. What Specialists Work On The Specialist will work on the strategic enhancement of Trade Finance Digital Projects enabling digital submission of export deals by banks to UK Export Finance. Also, management of full delivery and any project management activities as required by Transformation, Change and Innovation. They will need to work closely and communicate with technical specialists and non-technical stakeholders; help the business owner to gather, understand and prioritise user needs; manage pre-development tasks like user research; cover other roles in the team as necessary; mentor other team members in Agile methods; and share learning, communicate at all levels, in writing and face-to-face. Where the Work Takes Place UKEF Offices, 1 Horse Guards Road, London, SW1A 2HQ Early Market Engagement Working Arrangements Requirement is for an individual who will need to be based five (5) days a week at UKEF’s offices at 1 Horse Guards Road, London, SW1A 2HQ, to allow efficient management of the collocated delivery team. Work Location UKEF Offices, 1 Horse Guards Road, London, SW1A 2HQ Security Clearance Counter Terrorism Check (CTC) Clearance is required to work at UKEF's Offices. UKEF will facilitate the clearance of any successful specialist that does not already hold this level of clearance. Additional T&Cs None Skills & Experience More than 10 years' experience of managing digital product delivery within Central Government Previous experience setting up agile delivery environment for teams and working in an agile development environment with proven experience in removing obstacles or ‘blockers’ to progress Proven experience of delivering projects and products using appropriate agile project management methodology, learning and iterating frequently Understanding of Digital Service Standards and the assessment process Demonstrable experience of deploying financial services (or similar) and digital assets Understanding of user centred design practices for web, service or software development Proven experience in leading the collaborative, dynamic planning process - prioritising the work that needs to be done against the capacity and capability of multidisciplinary teams Demonstrable evidence of ensuring products are built to an appropriate level of quality for the phase (Discovery, Alpha/Beta/Live) Proven experience balancing multiple priorities and dealing with ambiguity Strong negotiation skills and the ability to influence external partners, stakeholders and customers to secure mutually beneficial outcomes Highly articulate and credible at a senior level, consistently delivering accurate reporting as to the current state of play with regard to the delivery of your project/service Ability to work with a variety of project management tools and methods Nice to Haves Active participant in the Delivery Manger community, sharing and re-applying skills and knowledge and bringing in best practice Experience working with Other Government Departments (OGDs) on projects; utilising cross-government resources/guidance Experience of managing expectations and reporting to a wide range of internal departmental and cross-government stakeholders including those at a senior level General understanding of IT infrastructure management and Business & IT Support No. of Specialists to Evaluate 3 Cultural Fit Criteria The Specialist needs to work as a team within our organisation and with other suppliers Have a no-blame culture and encourage people to learn from their mistakes Given the move to agile delivery, a challenge for the Delivery Manager will be communicating progress and securing buy-in, by being transparent and collaborative when making decisions Take responsibility for their work by measuring progress by what value you deliver Share knowledge and experience with other team members, keeping focus on quality, making sure the whole team is aware of any debt taken on; everyone is responsible for quality Challenge the status quo Be comfortable standing up for their discipline Can work with clients with low technical expertise Assessment Method Evaluation Weighting Technical competence 50% Cultural fit 20% Price 30% Questions from Suppliers Budget range £600
