Summary of the work Develop user needs across several different products and establish milestones and critical path for delivery of Ministerial Data Strategy. This will include working across wider CPFG to explore and codify system requirements for commissioning analytics on vulnerable cohorts. Specialist role Business analyst Expected Contract Length Up to 12 months;initially 6 Months with ability to extend for further period to maximum of 6 months. Latest start date Sunday 1 July 2018 Maximum Day Rate £600 Who Speclialist Work With Internal team: BA will report to Head of Data and work as a wider policy and project delivery team. What Specialists Work On The BA will be required to work within a multi discipline team of policy and delivery leads to provide a coherent and measurable framework for implementing Ministerial strategy commitments on data. This will include capturing user needs and mapping stakeholder networks to ensure business requirements are properly recorded as well as implementing reporting frameworks to ensure clear line of sight on project critical path. Skills & Experience • Demonstrable experience of the BA role working within fast paced, agile and waterfall project delivery methodologies and in the application of GDS services standards to digital delivery – 8% • Proven expertise and experience of analysing, defining and articulating complex problems clearly across strategic, business, systems, process and data areas of work – 13% • Demonstrable capability to develop stories and epics to a high quality standard that can be used by developer – 5% • Demonstrable expertise of process modelling, gap analysis and requirements engineering (within agile frameworks) and the delivery of appropriate artefacts to progress development, achieve business objectives and TOMs - 20% • Strong stakeholder relationship/management skills, demonstrating significant success in facilitating collaboration, influencing, communicating and negotiating at all levels Operational and Supplier, with the ability to resolve potential conflicts early - 9%. • Significant expertise and experience of undertaking options identification, analysis, evaluation and recommendation to enable informed strategic and delivery decisions - 5% Nice to Haves • Proven expertise and experience of articulating business and user needs for data analytics within the public sector • Demonstrable understanding, expertise and experience of working within Government departments, the general business operations, data, organisational structures, systems and processes • • Demonstrable experience of positively engaging and influencing senior stakeholder managers at a strategic level within Government departments Work Location Main location for the work will be at 2 Marsham Street with occasional other locations being central London and Croydon. Remote working may be available where necessary. Working Arrangments The supplier is expected to supply a resource working within a feature team made of up of the specialist skills required to deliver the outcomes. We expect the supplier to be flexible to our needs and can make working with a mixed team across multiple sites effective. Off site and remote working can be accommodated, however due to security considerations this would need to be discussed. Travel to regional sites to be agreed, expenses incurred from travel outside of the M25/Greater London will be subject to Home Office Travel and Subsistence Policy. Security Clearance All staff must be SC cleared. We will ask bidders for details of key personnel, if successful the bidder will be asked for confirmation of security clearance or we will initiate clearance process. Does the max day rate include VAT or not? The day rate is exclusive of VAT. 3. Would you bring a consultant on site whilst they obtain their SC Clearance? No, clearance must be already in place. 4. Is there any existing specific Ministerial commitment on data that the project has a focus on with a time bound deliverable? No public commitment that we are aware of. It is a Ministerial priority in terms of making the Home Office a Data Enabled department. There will also be more peripheral links to other public or manifesto commitments (Data Protection, Data Science Ethics etc.).
