Tender description
This Study, to identify the potential Economic benefits of a Greater deepening of the Single Market for Services in the EU, is being commissioned with oversight from the Governments of four Member States, comprising: Czech Republic — Ministry of industry and trade. Denmark — Ministry of industry, business and financial affairs. Finland — Ministry of economic affairs and employment. Ireland — Department of business, enterprise and innovation. The Study will provide persuasive data and analysis — a "storytelling" — of where crossborder or liberalized services brought about notable economic benefits, in the EU, or within EU regions, or in comparable global trading blocs. The study will identify further economic benefits that can accrue to the EU from a greater liberalization of crossborder services. The study will be delivered over a 5 month period, with the final report to be delivered by the end of October 2018. See RFT document for comprehensive details. Ireland — Department of business, enterprise and innovation. The task of the Study is to provide persuasive data and analysis — a "storytelling" — of examples of where cross-border or liberalized services provision has already brought about notable economic benefits, including in the EU, or within EU regions, or in comparable global trading blocs, for example in the United States. The Study should provide engaging and persuasive examples/case studies, identifying the benefits to citizens, consumers or enterprise that have accrued from cross-border services provision. The Study should also illustrate the linkages between the Services sector and other key areas of the economy, and the importance of deepening of the Single market in services to the realization of the EU's ambitions in the digital, data, innovation, manufacturing and industrial policy areas. The Study will aim to identify in a target manner, from the examples and storytelling provided, the further economic benefits that can accrue to the EU from a greater liberalization of cross-border services within the Single Market. The study is expected to commence in May 2018 and should be delivered over a period of 5 months, with the final report to be delivered by the end of October 2018.
