Why the Work is Being Done Ofsted publishes its inspection reports, currently in pdf format. However, it would like to make it's reports more accessible and in a data format that is much easier to consume by third parties, i.e in the form of web content. Ofsted would also like to explore how it can write reports in a way that the content is made of data that is easily presentable, consistent and structured. This data needs to be informed by our business objectives, as well as the needs of our users who need Ofsted reports for various reasons. Problem to Be Solved Users cannot look up and find information in the reports easily, as they are having to open each report and scan through it so as to find what they are looking for. Moreover, we cannot open up our reports data in the current format to third parties who have an interest in the standards in education, skills and children's services. Who Are the Users (i) Parent or carer looking for a school - to understand the quality of the education of a provider, to inform decisions and choice. (ii) Employees of a provider inspected by Ofsted - to compare information across different providers quickly and in a systematic manner, to drive improvement in the organisation. (iii) As a researcher - to analyse nationwide data on quality, to produce the insights to inform policy and implementation. (iv) As a frontline teacher or head - to search reports for findings relevant to subjects or professional stage, to improve practice. Early Market Engagement None Work Already Done Main user personas around parents and researchers have been researched and formed. More research is needed into how providers themselves are consuming Ofsted report information, as well as children's social care organisations, childminders, and 3rd party websites. Existing Team Ofsted's Digital Service Manager, back-end systems supplier, new inspection reports website supplier. Current Phase Discovery Work Location Ofsted offices at Clive House, St James Park London, some travel to Manchester to the contact centre. Working Arrangments It is essential that the supplier is prepared to be co-located with the project team for at least 3 days per week and the other 2 days at another designated location that the supplier might provide in London. At least three days per week co-located face-to-face working is essential. Field research or traveling for interviews will be paid by the supplier. Suppliers Day Rates should be inclusive of travel and susbsistence costs for travel to other Ofsted Offices i.e. outside of the base location in London. Security Clearance Baseline Personnel Security Standard Additional T&Cs Standard DOS 2 Call Off Contract (including GDPR amendments). Skills & Experience Demonstrable experience of running a Discovery phase for a public sector body in line with Government Digital Service Standards. (Within the last 2 years). Recent and demonstrable experience of turning existing content into web content that is structured, presentable and optimised for web. (Within the last 2 years). Experience of analysing existing business processes managed by a legacy IT estate. (Within the last 2 years). Recent and demonstrable experience of working with organisations to change their way of working including introducing service design or user-centred design methodologies. (Within the last 2 years). Nice to Haves Understanding of the education, childcare and social care landscape in England. (Within the last 2 years). Experience of conducting user research with staff in an organisation where the workforce is very front line heavy. (Within the last 2 years).
