Tender description
The Home Office is looking for Service Providers to supply the following: — satellite tracking solutions that include a fitted device which accurately tracks the location of the wearer, together with a compatible software solution that monitors wearer’s movements on and up a 24/7 basis, as well as less intrusive devices for lower risk cases, — software which includes an alert capability for specified events, e.g. when a wearer removes or attempts to remove the device. The solution may offer a mix of location technology, including radio frequency, — a monitoring capability that incorporates an automated response to alerts, — fitting, replacing and removing devices, nationwide, and — a suite of Management Information reports including a self-service capability for the Authority to access monitoring data and reports. The total value of this contract is estimated to be between 50 000 000 GBP and 70 000 000 GBP ex vat over the life of the contract. The Authority is responsible for: enforcing the return of immigration offenders with no lawful basis to remain in the UK; prosecuting criminals who facilitate, and; ensuring compliance with the immigration law. Section 61 and Schedule 10 of the Immigration Act 2016, together with other immigration acts place a duty on the Secretary of State, subject to limited exceptions, to electronically monitor persons subject to deportation proceedings, or a deportation order. This may include persons who have been granted immigration bail. Schedule 10 allows the setting of curfews, inclusion and exclusion zones and prohibits damage to or interference with a monitoring device. The Home Office is looking for Service Providers to supply (UK-wide): — a range of satellite tracking solutions that will allow the Authority to use satellite tracking proportionately by matching the type and degree of monitoring to the risk posed by each FNO. To include secure devices (which accurately track the location of the wearer, together with a compatible software solution that monitors a person’s movements on and up to a 24/7 basis), as well as less intrusive devices for lower harm cases, — software which includes an alert capability for specified events, e.g. when a wearer needs to charge a device, removes or attempts to remove the device. The solution may offer a mix of location technology, — a monitoring capability that incorporates an automated response to alerts, — a national wide induction and fitting service to issue, replace and remove devices. This will be inclusive of briefing covering battery charging and other actions to avoid non-compliance, — a field service that can respond to alerts, and. — a suite of Management Information reports including a self-service capability for the Authority to access data and reports. It is the intention of the Authority to award this contract to one provider who is either able to provide all the services required or is able to provide the services via sub-contractors.
