Tender description

Since 2013 DFID DRC has provided support to economic development in DRC through a 50 000 000 GBP market systems development (MSD) programme, ELAN, working in agriculture, renewable energy, access to finance and transportation. Supporting market actors, the programme generates market insights, demonstrates innovation and builds capacity to improve the functioning of markets for poor people, leading to over one million poor people realising cumulative income increase of nearly 100 000 000 GBP. The programme will close December 2018. ELAN 1.2, will be a bridging programme which will deliver DFID DRC’s market systems development intervention for 2 years, from October 2018 to September 2020. ELAN 1.2, the subject of this Terms of Reference, will be a bridging programme which will deliver DFID DRC’s market systems development intervention for 2 years, from October 2018 to September 2020. DFID is seeking a suitably qualified service provider to deliver the ELAN 1.2 programme. The total budget for this contract is between 8 000 000 GBP and 12 000 000 GBP inclusive of any applicable taxes. The initial contract budget will be 8 000 000 GBP for the initial 2 years, with an additional 4 000 000 GBP reserved for a potential 12 month Extension Phase. Bidders should submit their proposals on the basis of delivering the initial 2 year period. DFID wish to hold an on-line Early Market Engagement (EME) via Survey Monkey about the planned programme. This will be an opportunity for potential suppliers to learn about the proposed programme, provide feedback, and answer and ask specific questions. DFID is holding an Online Early Market Engagement event running until 22nd June. All details are available when registered for the opportunity on the DFID Supplier portal, via reference PO 8317.
