Tender description

A drafting tool that will allow the relevant drafting teams to collaboratively update a single version of the Handbook, allowing them to accurately and efficiently update the Handbook within a limited timescale while preventing risk of errors and team size. Ideally a drafting tool would be implemented ahead of Brexit in March 2019 in order to realise maximum benefit. The Handbook drafting teams are approaching a prolonged period of high volume change to the FCA Handbook; over the next 3 years pre- and post-Brexit amendments and an imminent Handbook Review project will result in increased workload for teams. It is proposed that the FCA replaces its existing drafting process with a procured 3rd Party product to be used for drafting Legal Instruments for the FCA Handbook. The current process is inefficient and cumbersome, incurring an error rate of c17 %of changes made, therefore the significant increase in workload will undoubtedly result in further errors. It involves multiple versions of MSWord documents being emailed between Policy, Enforcement, GCD and the Handbook Team, before it is approved, converted to XML and published to the FCA website. Consequently, skilled resource (e.g. 12 GCD colleagues) are spending c30 %of their time on formatting, numbering and consolidation as opposed to focusing on content. The Handbook is the FCA’s key publication and point of reference for firms, therefore inefficiencies should be tackled as effectively as possible and a robust process in place to reduce the likelihood of errors, and reputational risk when these are found or followed by firms.
