Summary of the work Working into the Programme Director for Apps and Wearables, the Programme Manager will be responsible for driving the current ‘app assessment’ Beta process to a Live operational service Specialist role Programme manager Expected Contract Length 3 + 3 months Latest start date Friday 11 May 2018 Maximum Day Rate Up to £600 Early Market Engagement None Who Speclialist Work With Internal NHS Digital teams, external suppliers, Public Health England, Regulators (MHRA, NICE, CQC), NHS England and commissioned innovation groups such as Healthy London Partnerships, AHSN’s. What Specialists Work On Health App Assessment Operational Capability: This programme will develop the current Beta ‘Health App Assessment’ into a national standards framework, build the required operational tools, processes and roles to drive and maintain the inclusion of ‘trusted’ digital tools at scale. This will create an efficient/safe mechanism to enable external ‘approved assessors’ to link in with national assessment systems and health and social care themes, while creating a route to support local needs. The PM will be responsible for overseeing the current Beta Operation, building the required programme team and appropriate governance and programme controls to deliver this into live service. Skills & Experience • Over 5 years experience in agile with at least one programme or project involving transition from waterfall to agile 20% • Experience of delivering new TOM including delivery of an operation function/team 20% • Experience delivering to budgets of over £10m full end-to-end delivery experience 10% • Over 10 years experience of building & managing digital delivery teams 5% • Experience in Org Design and Process Mapping methodologies 10% • Experience in setting up Governance Frameworks in a regulated environment 5% Nice to Haves • Experience of the Health and/or Social care sector preferable • Background as a Business Analyst or Business Consultant Work Location Primary NHS Digital locations include: Bridgewater Place 8th Floor Water Lane Leeds LS11 5BZ Working Arrangments Some travel will be required to London to meet with Programme Sponsors and their teams as well as travel to relevant events and meetups Role will be largely onsite in Leeds to enable face to face collaboration with internal teams Security Clearance Baseline Personal Security Standard Additional T&Cs It is intended that this specialist delivery role is outside the scope of IR35 Only approved expenses supported by valid receipts in line with NHS Digital Travel policy will be paid. Will the Authority consider extending the latest start date from 11th May 2018? The Authority has considered this request and are extending the latest start date from 11th May 2018 to 21st May 2018. 2. Could the role operate on a physical basis of being 50:50 split between being on-site in NHS Digital offices between Leeds and London? As per published documents, the location will be predominantly LEEDS based with some occasional travel to London. The majority of the current team are LEEDS based to this enables a closer and more collaborative approach. So we would be unable to accept a 50% split with Leeds and London. The extract from the documents published is quite clear on this: Some travel will be required to London to meet with Programme Sponsors and their teams as well as travel to relevant events and meetupsRole will be largely onsite in Leeds to enable face to face collaboration with internal teams 3. How important is experience in Health/Social Care sector? An individual with experience in Healthcare would be preferential. However, should a suitable candidate with all the other skills, knowledge and experiences be presented, then this may outweigh the need for Healthcare experience.
