Tender description

The Scottish Courts and Tribunals Service (SCTS) is seeking to establish commercial arrangements for the provision of canteen and catering services. This PIN is issued to engage with the market about its developing catering commercial strategy prior to the commencement of public procurement procedures. The SCTS wishes to explore areas such as: — the delivery of canteen and catering services across the national SCTS estate, — the potential division of services into Lots, Frameworks or regional (Sheriffdom) contracts, — opportunities to involve Small to Medium sized Enterprises (SMEs). The (anticipated) length of the future contract is 3 + 1 + 1 years. The SCTS intends to hold an Early Engagement Exercise from experienced, high quality catering contractors who are interested in providing catering services to the MoJ estate. Within the Scottish Courts and Tribunals Service, catering provision is required for the Judiciary, Jurors, SCTS staff, Prisoners and the General Public, the service may include some, all, or only one of the following elements: (1) A hot / cold option prepared off site – This will offer a delivered-in self service option that may include cold sandwiches and assorted condiments; (2) Hot / cold option prepared on site – This will offer a selection of hot or cold products prepared and served on the premises via a counter service (rather than a sit down café). There will also be the provision for any potential provider to manage the vending service provision; and / or (3) Full catering provision – This will involve a full on site catering provision that provides hot, cold and bespoke menu options. There will also be the provision for any potential Supplier to manage the vending service provision. This PIN has been issued in order to advertise this opportunity to the open market and seek expressions of interest from suppliers that may wish to take part in future associated tender(s). As part of the pre-market engagement exercise, SCTS will be hosting an Early Engagement Event on the 9.7.2018 at Saughton House, Broomhouse Drive, Edinburgh, EH11 3XD between 10:30 and 12:30 BST to gain supplier input into the development of this future contract opportunity.
