Soft Market Testing Questionnaire - Support Service for Vulnerable Female Asylum Seekers

The city has seen the emergence of many new communities in recent years, in part as a result of the dispersal of asylum seekers by the Home Office but also as a result of international migration to the UK following enlargement of the EU. Liverpool hosts the largest number of asylum seekers in England and also hosts Initial Accommodation blocks for the North West. Liverpool is also participating in the Syrian Resettlement programme. Liverpool City Council is planning to commission a service to provide targeted and preventative support for female asylum seekers and refugees to improve their mental health. This service will complement a range of targeted initiatives that are in development to support asylum seekers and communities which include support for; move on advice, employment, family learning, housing options, education, wellbeing courses, family link, ESOL language with crèche facilities and community development. We are setting our current proposals for the service within this document and asking for basic information regarding organisations who are potentially interested in bidding for the service. This information is requested as part of a soft market testing exercise in order to seek the market’s views on our plans. There are a number of questions. There is, however, no need to answer all questions in your response. The responses will be used by the Council to assist in shaping the service specification ready for a procurement exercise.
